For initial appointments, the Court offers a two-year appointment with the possibility of extension (six monthsprobationary period). Extension of the appointment is subject to operational needs of the field office and/oravailability of funds.Entry on duty date is to be determined.A roster of suitable candidates may be established for this post as a result of this selection process for bothfixed-term established and general temporary assistance posts.
Duties & Responsibilities
The Outreach Unit has been established to ensure that communities most affected by the crimes of situationsand cases before the Court have access and understanding of the judicial proceedings at all stages of theprocess.
The Field Outreach Coordinator manages and oversees the implementation of ICC public information andoutreach strategic plans.
More detailed duties and responsibilities are described below.Under the supervision of the Head of the Outreach Unit, the incumbenta)
Designs and implements ICC outreach and public information strategies and plans;
b) Provide advice to the Headquarters on communications strategies, and activities;
c) Develops strategic partnerships and builds good working relations with key institutions and constituencies tobroaden, elicit support for and maximize impact of Court's outreach objectives;
d) Coordinate Court's strategies and activities with other ICC officials in the field, in particular staff of the FieldSecurity and Safety Unit, Victims Participation and Reparation Section, and Victims and Witness Unit, and whennecessary with staff of the Office of the Prosecutor;e) Supervise and coordinates the Outreach and Public Information team in the country;
f) Serve as media liaison officer and acts as local spokesperson, organises media relations, participate in pressconferences, conducts media briefings and interviews; monitors media trends and prepares reports;
g) Plan and oversee the preparation of information and outreach products targeted to specific audiences, thegeneral public as well as print and broadcast media: brochures, booklets, audio-visual materials and press pack;
h) Structure, build, update and revamp, as appropriate, the tools required to implement the outreach strategiesand activities, including data bases, mailing lists and information networks;
i) Prepare monthly and bi-annual reports using measurable indicators to assess impact of outreach activities;j) Prepare weekly media reports describing media coverage trends on ICC;
k) Submit monthly articles to be published in the ICC Newsletter and send on regular basis information toupdate the ICC web site;l) Ensure timely presentation of receipts to justify cash expenditures to Finance section at the end of eachmission;m) Submit appropriate information and inputs to the Unit for preparation of the yearly budget programme andmanage budgetary and administrative aspects of outreach and public information work in the field.n) Other duties as required by the Head of the Public Information and Documentation Section.
Essential Qualificationsa)
Advanced university degree in law, strategic communications, journalism, social science, political science,humanities or other relevant field;
b) At least two years (four with a first level university degree) of progressively responsible professionalexperience in strategic communications, outreach, or public relations at the international level;
c) Strategic Communication - Good understanding of approaches, tools and methodologies related to planning,executing and monitoring outreach programmes and communications campaigns, campaign management, marketresearch, message targeting, impact evaluation.
d) Excellent public speaking and writing skills including preparation of reports that are clear and concise andintelligible to an audience of generalists; ability to present sensitive issues; demonstrated ability in pro-activemedia relations.
e) Good planning and organisation of own work;f) Good interpersonal skills; ability to establish and maintain effective working relations with people of differentnational and cultural backgrounds with respect for diversity.
g) Ability to establish and maintain effective relationships with colleagues, other staff, and outside collaborators.
h) Ability to lead a team with vision and to manage the performance of staff members and to motivate them.

KNOWLEDGE OF LANGUAGES
Fluency in French is essential. Knowledge of the other working language of the Court, English, is highlydesirable.
Knowledge of local languages would be considered an asset.General Information
The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance withICC policy.
The PSC process will include but will not be limited to, verification of the information provided inthe personal history form and a criminal record check.
