Job Purpose:
To provide ADB with strategic planning perspective and direction; help SPD management to mobilize Development Fund (ADF), ordinary capital resources (OCR) and technical assistance (TA) resources; allocate ADF, OCR and TA resources effectiv
Expected Outcomes
Operations Planning and Coordination
  • Leads and coordinates the preparation of the Work Program and Budget Framework, Planning Directions, and Operational Resource Parameters
  • Ensures strategic allocation and monitoring of OCR and ADF, and the proper management of TA and grants
  • Leads and coordinates the ADB's annual country performance assessments (CPA) of all ADF countries and debt sustainability analysis (DSA) of ADF-only countries
  • Leads and coordinates review of country classification and the preparation of country creditworthiness assessments
  • Coordinates with Office of Risk Management and Treasury Department and provides policy advice on planned operations to operations departments and Management in area of expertise.
  • Provides support to Management and the Board of Directors on various operations coordination issues
Strategy and Policy
  • Develops and maintains graduation, and performance based allocation (PBA) policies, strategies, and business processes.
  • Ensures ADB staff's understanding of Strategy 2020, policies and business processes, and MfDR
  • Supports Management in mobilizing sufficient resources (ADF, OCR and TA)
  • Provides support to the Office of the President as required
Coordination and Cooperation
  • Coordinates and cooperates with other multilateral development banks (MDB) groups in implementing PBA and DSA
  • Coordinates on data sharing with Organization for Economic Cooperation and Development (OECD) and International Aid Transparency Initiative (IATI) and with various aid transparency initiatives in reporting ADB's operation activities
Division Operations Management
  • Oversees the effective day-to-day operations and provide guidance on issues and ADB policies.
  • Facilitates effective coordination and cooperation with other ADB departments and internal stakeholders.
  • Leads the planning, implementation, and monitoring of the Division's work program.
  • Undertakes the performance management of the Division.
  • Manages budget and resource allocation for the Division.
Staff Supervision
  • Creates and leads multidisciplinary teams and ensure the overall quality of its work.
  • Manages the performance of teams and individuals by providing clear direction and regular monitoring and feedback on performance.
  • Provides coaching and mentoring to team and individuals and ensures their on-going learning and development.
Educational Requirements:
  • A Master's degree or equivalent in Economics, Finance, Public/Business Administration or related fields or other subjects relevant to the Division's work. University degree in Economics, Finance, Public/Business Administration or other subjects relevant to the Division's work, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.
Relevant Experience And Other Requirements:
  • Suitability to undertake the position's responsibilities at the required level;
  • At least 15 years of relevant professional experience and demonstrated technical competence of the position's responsibilities;
  • International experience working in several countries
  • Substantial experience in strategic planning, development finance and administration, policy-oriented research studies, and analyses of development problems;
  • Multidisciplinary skills and proven ability to liaise effectively with staff and Management;
  • Strong leadership with good managerial, interpersonal, and negotiating skills;
  • Broad-based exposure to operational policies and procedures; and
  • Working knowledge of information technology systems and application software.
