Background
The United Nations Millennium Declaration was adopted in 2000 by world leaders, committing their countries to a new global partnership to reduce extreme poverty and setting out time-bound goals on meeting the needs of the world’s poorest. These goals, to be achieved by 2015, formed the basis for what are now known as the eight Millennium Development Goals, which have been broken down into 21 quantified targets that are measured by 60 indicators.
Many youth remain marginalized from social and economic opportunities, with limited access to essential resources. Eighty-seven per cent of the youth population live in developing countries, and nearly 45 per cent of all youth globally living on less than 2 dollars a day. Youth are among the most vulnerable of all persons the Millennium Development Goals (MDGs) aim to reach. Whether it is poverty, hunger, lack of education, maternal mortality, unemployment, environmental degradation or HIV/AIDS, the impact on young people can be far greater than on their older counterparts. This is because many young people often lack access to information, schooling, social influence and basic rights, and are often overlooked in national development agendas. Therefore, young people’s participation and inclusion in efforts to achieve all of the goals are crucial to ensure a successful and sustainable outcome.

There is an increase focus and attention to strengthen meaningful and ethical children and young people engagement  in development post-2015 development agenda. Government, UN entities, CSOs and youth-led organisations have called for a strategic and bottom up process in ensuring young people’s voices and actions are included in the development post-2015 development agenda. The short term consultant will be engaged with the following objectives and below mentioned outputs.

The UN Millennium Campaign is therefore seeking to recruit a Consultant to lead its work on mobilising and enhancing youth engagement and partnerships  in the post 2015 process. The need for this role will only be part-time, but it is anticipated that someone will be needed for between 6 and 9 months. The work will be 2 - 4 working days per week between October 2013 – June 2014.
Duties and Responsibilities
The consultant will support the policy Unit of the UN Millennium Campaign at headquarters in advocating for global youth engagement and Partnerships in the post 2015 process. The main areas of focus will be:
  • Development of a strategic work plan including mapping activities and timelines, for a strengthening children and youth participation in development of a Post-2015 development agenda;
  • Establishing and coordinating a support group comprised of UN entities, CSOs, private foundations, bi-lateral and youth led-organisations, to support youth participation in the Post-2015 process especially in the MY World Global Survey and World We Want;
  • Contribute to the fund raising strategy to support and strengthening children and youth participation in the Post-2015 process and beyond;
  • Lead on youth partnership and engagement on MY World initiative and World We Want.
Deliverables:
  • Strengthening children and youth participation in development of a Post-2015 development agenda:
  • Provide technical and strategic advice on meaningful youth participation in forthcoming World Confernce On Youth Perpectives in Post-2015 to be hosted by Government of Sri Lanka;
  • Build links between the major groups, the interagency task team on youth and the post 2015 youth groups to ensure coherent and clear strategy for engagement;
  • Liaise with and provide strategic advice to the SG Special Envoy on Youth;
  • Contribute to Fund raising strategy on a strengthening children and youth participation in development of a Post-2015 development agenda;
  • Identification of funders, including initiate contacts with foundations, private sectors, governments etc. and appropriate follow ups to secure at least 2 sources of potential funding;
  • Regular reporting to management on fundraising efforts and funding situation of the programme;
  • Lead on youth partnership and engagement in “Global Conversation” initiatives:
  • Negotiate specific partnership agreements with youth and faith based partners and ensuring broad support, engagement and participation from these communities in the MY World survey (www.myworld2015.org) both online and offline – Secure at least 5 partnerships with major global youth groups;
  • Provide strategic guidance and oversight to the virtual platform ( www.worldwewant2015.org);
  • Coordinate multi-stakeholders group on meaningful child and youth participation.

  • Communication: Excellent drafting ability and communication skills, both oral and written; ability to defend and explain difficult issues with respect to key decisions and positions to staff, senior officials and members of intergovernmental bodies; Speaks and writes clearly and effectively; demonstrates openness in sharing information and keeping people informed;
  • Client Orientation: Considers all those to whom services are provided to be ‘clients’ and seeks to see things from clients’ point of view; monitors ongoing developments inside and outside the clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Required Skills and Experience
    Education:
    • Advanced university degree (Master’s degree or above) in sociology, economics, law, gender and development, urban planning, management and other social science or related field.
    Experience:
    • A minimum of Fifteen years of progressively responsible experience in working with children and youth development and participation issues is required;
    • Capacity building, Advocacy, Partnerships and training in youth development and participation is desirable.
    Language:
    • Excellent drafting ability and communication skills, both oral and written English. Knowledge of other UN working languages is an asset.
    In addition, the candidate is expected to possess the following:
    • Knowledge and understanding of child and youth development and youth engagement, standards and practice;
    • Experience in planning and Organizing including development of clear goals that are consistent with agreed strategies; identifies priority activities and assignments; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary;   
    • Proven track record of excellent management and technical leadership skills and ability to delegate appropriate responsibility, accountability and decision-making authority;
    Evaluation of Applicants:
    • Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal;
    • The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:  Responsive/compliant/acceptable, and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
    • Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation. Technical Criteria - 70% of total evaluation ; Financial Criteria - 30% of total evaluation.
