ORGANIZATIONAL SETTING
The Division of Business and Institutional Support (DBIS) provides appropriate solutions to Trade Support Institutions (TSI) in developing countries and economies in transition. It aims to build TSI managerial capacities; facilitate the work of their networks; and enable a conducive business environment, to assure and develop the international competitiveness of SMEs and small exporters.
DBIS delivers demand-driven solutions to support Businesses and Institutions in three major areas:
- Strengthening the capacity of TSIs selected as ITC's multipliers in the field, offering services in line with the best practices obtained through benchmarking methodology, maintaining TSIs networking of networks and helping them improve the market share of their clients (exporting SMEs).
- Building exporting SMEs competitiveness, improving their management skills to achieve export readiness; optimize their products value chain; gain market share through marketing and branding; and capitalize on information and communication technologies (E-enabling).
- Facilitating a conducive business environment, designing and developing programmes covering legal issues related to export transactions; linking financial institutions to exporting enterprises; addressing issues relevant to access to finance; and providing trade facilitation services to reduce trade transaction costs.
MAIN PURPOSE AND KEY RESULTS EXPECTED
Contribute to promoting a healthier regulatory framework, reinforce the transactional capacity of SMEs and provide solutions regarding export facilitation.

RESPONSIBILITIES
Under the direct supervision of the Senior Adviser on Trade Law and under the general guidance of the Chief, Business Environment, the incumbent will: Managerial duties and responsibilities
- Contribute to manage the capacity-building programme for SMEs on international contracting. Update and organize the trade treaties online tool for greater impact on developi ng economies' trade environment; and consolidate working relations with international partner organizations. Assist in developing trade facilitation activities within a business environment enhancement context. Respond to various technical assistance requests on legal aspects of international trade, national law enhancement and cross border trade facilitation regulatory issues. Contribute to the planning and budgeting of trade law and export facilitation activities, and to their implementation and monitoring of their progress.
Technical duties and responsibilities
Provide direct support for the design, management, monitoring and reporting of the trade law and export facilitation technical cooperation and capacity-building activities. Assist in integrating trade law and export facilitation services and tools within ITC's business lines corporate projects and programmes and with other institutional partners. Contribute to provide direct inputs to technical cooperation projects in export facilitation related areas in country and/or regional projects. These areas include in-house solutions for SMEs to take advantage of paperless trade; cross-border facilitation, simplification and streamlining of export-related procedures for the temporary admission of goods and support for establishment of single windows. Assist in expanding ITC's network of arbitration/mediation centres and promote inter -institutional cooperation in out-of-court dispute resolution and develop training modules on mediation and arbitration management under chambers of commerce and other trade support institutions. Organize an international symposium on managerial aspects of arbitration/mediation centres. Undertake research on specialized aspects of trade law and export facilitation in developing countries for ITC publications and documents, and ensure up-dating of existing publications. Contribute to resource mobilization efforts in the area of trade law and export facilitation. Contribute to the preparation and up-dating of technical papers and operational guidelines. Prepare material and provide technical contributions to symposia, conferences and workshops. Undertake various monitoring and reporting tasks for project under her/his purview and ensure efficient measurement of results in projects relating to trade law and export facilitation. Perform other duties as required.
ELIGIBILITY CRITERIA EDUCATION:
Advanced university degree in law. Note: A combination of relevant academic qualifications and extensive relevant professional experience may be accepted in lieu of the advanced university degree .
WORK EXPERIENCE: A minimum of five years of relevant demonstrated professional experience, at a progressively higher level of responsibility in trade law and/or trade facilitation, either in the private sector, in governmental agencies or international organizations. Experience in project and programme management is highly desirable.
LANGUAGES: Advanced English with a working knowledge of French. Knowledge of Spanish or other UN official languages is an asset
REQUIRED KNOWLEDGE AND SKILLS:
Familiarity with SMEs constraints and needs in developing countries and with technical cooperation activities in this area offered by relevant agencies. Good knowledge of Trade Law principles and export facilitation principles, policies and activities. Capacity to oversee several projects through the project-management cycle. Strong ability to clearly communicate links between ITC's strategy, the Section's goals and the trade law and export facilitation activities. Inspire, guide and coach consultants towards excellence. Ability to identify strategic issues and opportunities, develop a vision and translate it in actions. Aptitude to establish a results-based and performance culture. Financial management competencies. Capacity to develop and maintain a collaborative approach within the team, other parts of ITC and ITC's stakeholders. Problem-solving skills.

TERMS OF SERVICE
Appointments with ITC are service-limited to this organization. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment. INDICATIVE ANNUAL SALARY AT THE P-3 LEVEL Annual Salary (net of tax) US$ 56,091 at single rate US$ 60,091 with primary dependants Post Adjustment Plus 99.4% (September 2013 rate) of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
