Description
Job Purpose:
Lead Public Management operations in the Pacific Department (PARD). Lead, contribute and provide support for the preparation and implementation of the country partnership strategies (CPS), CPS midterm reviews, CPS completion reports, and country business operations plans in selected countries. Conduct economic studies, diagnostic work and thematic assessments (such as country performance assessment, environment, governance, poverty assessment, and private sector). Conduct policy dialogue. Support regional cooperation initiatives; processing and administration of loan and technical assistance (TA) projects in economic management and public management. Provide regular updates on important operational issues to the Pacific Department’s management team. Work within general policies, principles and goals, working directly with clients.

Country Strategy and Programming
- Ensure alignment of ADB operations with North Pacific countries’ development plans and ADB’s medium and long-term strategic frameworks.
- Lead the implementation of the Paris Declaration on Aid Effectiveness within the North Pacific subregion.
- Ensure high degree of client satisfaction with the services provided.
- Lead and conduct economic, thematic and sector work in the context of sustainable economic development and poverty reduction.

- Liaise with and coordinate with development agencies on program loans and investment projects.
- Ensure efficient project/program implementation and immediate problem resolution.

Educational Requirements:
Master's Degree, or equivalent, in Economics, Public Administration, Political Science, Public Financial Management, Institutional Development, Organization Development, Organizational Behavior, Capacity Development or Development Studies, or other related fields. University degree in Economics, Public Administration, Public Financial Management, Institutional Development, Organization Development, Organizational Behavior, Capacity Development or Development Studies, or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

- At least 10 years of relevant professional experience in governance, capacity development, public management or related areas
