Background
Project name: XCEA01: Partnership on effective HIV prevention and care among vulnerable groups in Central Asia and Eastern Europe, Phase II.

UNODC has specific mandates to assist countries to provide people who inject drugs, prisoners with evidence-informed, human rights based and gender sensitive comprehensive HIV prevention, treatment and care services through advocacy; support in developing effective legislation and policies; support in elaborating comprehensive evidence-based strategies and programmes; and capacity building of national stakeholders including government agencies, civil society and community organizations to ensure optimum coverage of these population groups with HIV services. 

In 2013 UNODC is  implementing the HIV-PLEDGE project that envisages inter alia close collaboration with the State Penitentiary Service of Ukraine (hereinafter - SPSU), public health and social support services in the community in developing and implementing comprehensive and evidence-informed HIV/AIDS prevention, treatment, care and support services in prison system including pre-trial detention settings and post-release stages. Targeted advocacy efforts will be made to help the prison authorities develop and implement gender sensitive and human rights based comprehensive HIV prevention, treatment, care and support programmes in prison settings.

One of the project objectives is to strengthen the capacity of the State Penitentiary Service of Ukraine, public health and social services and civil society organizations to provide evidence-informed and human-rights based comprehensive HIV prevention, treatment and care services including drug dependence treatment in prison settings.
The project plans also an implementation of a comprehensive package of HIV prevention, treatment, care and support services including drug dependence treatment in selected prison facilities.

Main objective of the assignment


The objective of the assignment is to provide technical support to SPSU in assessing the needs and capacity of one selected pre-trial detention centre and three prisons, and development of action plans to pilot models of comprehensive HIV/AIDS services in the above mentioned prison facilities.
Duties and Responsibilities
  • Assessment (in cooperation with local expert(s)) of the needs and capacity of the four selected prison institutions (pre-trial detention centre, prisons for men, women, and adolescents in any of such cities as Kyiv, Kharkov and Poltava) to pilot delivery of the comprehensive package of interventions, based on international recommendations;
  • Generate recommendations regarding development of the efficient gender specific, human rights based and sustainable models of service provision with regard to HIV\AIDS, TB and drug dependence treatment in suggested by UNODC-Ukraine places of detention;
  • Development of the programmes, based on the comprehensive package of interventions as well as findings and recommendations of the above-mentioned assessment, and intended to be implemented in four suggested by UNODC-Ukraine prison settings;
  • Development of implementation action plans for four prison institutions involved in the project, assistance in there adaptation and approval by the SPSU’s authorities;
  • Drafting of documents provided for mentioned scope of work;
  • Conducting, in cooperation with national experts, a framework for a follow up evaluation of the programmes’ implementation in four selected institutions.
Deliverables

The consultant is expected to provide the following deliverables:
  • An assessment guide for undergoing needs and capacity analysis of selected four penitentiary institutions is developed (2 days, till 1 October, 2013);
  • A report based on the analysis of HIV/AIDS related sectoral policies in four suggested by UNODC-Ukraine prison institutions, as well as an assessment of the needs and capacity of these institutions to fit the comprehensive package of interventions there is drafted (13 days, till 31 January, 2014);
  • Four comprehensive HIV/AIDS service programmes for each prison institutions are developed and approved by the Technical Working Group (TWG) members (4 days, till 28 February, 2014).
  • Four action plans of programmes implementations in four prison institutions are worked out and approved by central and local penitentiary authorities (13 days, till 30 April, 2014);
  • The questionnaire for monitoring and evaluation of the programmes’ performance in four selected institutions is developed (2 days, till 30 April, 2015);
  • Final draft report on the analysis of mentioned above programmes in four suggested by UNODC-Ukraine prison institutions is made (10 days, till 30 April, 2015);
  • Presentation of the above-mentioned HIV/AIDS related assessments and programs are delivered to TWG and/or any conferences with focus on HIV/AIDS prevention, HIV/TB and drug dependency treatment etc (3 days, till 31 May, 2015).
Monitoring/reporting requirements

The consultant will report directly to UNODC Regional HIV/AIDS Advisor for Ukraine and Moldova.
The consultant will submit to UNODC the following documents for comments and finalization (with 47 days of commitment including 8 visits in Kyiv):
  • A draft guide for the assessment of needs and capacity analysis of selected four penitentiary institutions (2 days).
  • Draft report on the analysis of HIV/AIDS related sectoral policies in four suggested by UNODC-Ukraine prison institutions and draft recommendations about the framework of programmes for the implementation of comprehensive package of interventions (9 days, 2 of which are in Ukraine).
  • Draft presentation of results of mentioned before activities for TWG/SPSU’ authority consideration (4 days in Ukraine).
  • Draft programmes of interventions comprehensive package to be implemented in UNODC selected three prisons and pre-trial detention centre (4 days).
  • Action plans of programme implementation in UNODC-Ukraine selected three prisons and  pre-trial detention centre (8 days of implementation monitoring in Ukraine).
  • Draft presentation of results of programms implementation in UNODC-Ukraine selected three prisons and pre-trial detention centre for TWG/SPSU’ authority consideration (5 days in Ukraine).
  • Final draft report on the analysis of mentioned above programmes in four UNODC-Ukraine selected prison institutions (10 days).
  • Draft presentation including PowerPoint, other visuals support and/or printed materials, based on above-mentioned activities, for delivering it for consideration of TWG and/or any conference participants (3 days in Ukraine).

      Required Skills and Experience
      Education:
      • University degree in medicine, public health or other related fields. Advanced university degree (masters, PhD, etc) will be considered as advantage.
      Experience:
      • At least 5 years of work experience in penitentiary sector as related to the HIV prevention programmes. Knowledge of Ukrainian penitentiary system peculiarities will be an asset;
      • Proven experience in drafting normative documents related to medical/health issues in prison sector;
      • Knowledge of international HIV/AIDS policy and international human rights standards in HIV response in prison settings;
      • Experience in conducting researches, analysis and writing reports.
      Language skills:
      • Fluency in English is required. Proven excellent drafting skills in English.  Knowledge of Russian and/or Ukrainian will be an asset.
      Administrative arrangements: 
      During the field mission consultant’s workplace will be offered in UNODC’s premises in Ukraine. Background documents, translations, e-mailing, local travel and interpreter will be covered by UNODC.
      Method: Desk review with validation interview, including field visits and follow up observation Documents to be included when submitting proposals.

      Applicants shall submit the following documents:

      • Personal CV, including information about past experience in similar projects / assignments and contact details for referees;
      • Financial proposal.
      Financial proposal
      Lump sum contract

      The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

      Payments are based upon output, i.e. upon delivery of the services specified in the TOR. 

      Travel costs
      All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
      In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

      Evaluation criteria
      • Educational background - 10 points max (10 points – PhD degree or equivalent; 5 points - bachelor or equivalent  degree);
      • Relevant professional experience - 20 points max (20 points - 10 years and more; 10 points – 5 to 10 years);
      • Proved knowledge and understanding of international guidance, concepts and approaches relevant to HIV prevention, treatment, care and support in prison settings - 20 points max.;
      • Understanding of concepts of Ukrainian HIV prevention strategy  /and prison system- 10 points max.;
      • Knowledge of languages – 10 points max (only English - 5 points; English + Russian/Ukrainian – 10 points).
      Maximum available technical score - 70 points.

      Evaluation method:
      Cumulative analysis 
      Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
      • Responsive/compliant/acceptable; and
      • Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
      Technical Criteria weight: 70%
      Financial Criteria weight: 30%

      Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

      The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
      • 30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
      The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
