Background 
The World Bank Middle East and North Africa (MNA) Region's Social Protection and Labor Sector (MNSSP) is looking for a local Senior Social Protection Specialist or Economist for its Cairo Office. The successful candidate will have operational and analytical responsibilities, and contribute and provide support to a variety of ongoing and new social protection tasks in Egypt. S/he will report to the Sector Manager of MNSSP in Washington, D.C. and will be guided on day-to-day activities by a Human Development Coordinator based in Cairo.
The Middle East & North Africa Human Development department (MNSHD) is responsible for assisting the Bank's clients in MNA Region to achieve sustainable growth and poverty reduction through human development. MNSHD is composed of three closely inter-related sector teams - Education, Health, and Social Protection and Labor - which work together towards the achievement of Human Development (HD) strategies and goals. MNSHD aims to serve its client countries through empowered country teams that work around a Country Partnership Strategy or Interim Strategy Note agreed between the World Bank and the countries.
The Social Protection and Labor (SP&L) sector is responsible for delivering services to clients in social policy areas, including social safety net/social assistance systems, labor market assessment and reform, employment creation, youth employment, migration, social insurance (e.g. pensions and unemployment insurance) and cross-sectoral issues such as education-to-work transition, social services, social accountability, etc. Working towards these goals MNSSP engages the client countries in strategic policy dialogue, operational programs and projects, and technical assistance and analysis. The SP team is committed to deliver high quality products to the client countries in a manner that builds local capacity through strong collaboration and knowledge sharing. The selected candidate will play an active role in these efforts and in several areas:
(i) operational activities;
(ii) technical assistance / analytical work; and
(iii) policy dialogue.
Note: The successful candidate will be recruited for a one year appointment, renewable for a second year.
Duties and Accountabilities:
The duties and responsibilities of the successful candidate will be to advance the World Bank's current social protection initiatives as well as the broader social protection dialogue in Egypt. This will specifically relate to supporting the preparation of the new emergency cash transfer project, the ongoing emergency labor intensive investment project, the social safety net technical assistance, the MENA Transition Fund technical assistance project, and the policy dialogue on subsidy reform and strengthening of social protection system of Egypt. S/he will also, as need arises, support the World Bank's work in health and education sectors. The candidate must have outstanding client management skills as well as a demonstrated ability to work in teams, both as team leader and as a team member, including working in multi-sectoral teams. Demonstrated ability in time management, with an ability to prioritize and manage time efficiently, handling multiple tasks effectively and meeting deadlines are required. The individual should also have excellent written and oral communication skills in both English and Arabic.
The specific responsibilities will include the following:
  • Participate in and carry-out, as needed, the development, appraisal and supervision of social protection activities, including analytical and operational work. Provide technical advice and policy guidance to the government in consultation with the Bank's management and relevant TTLs. These tasks will require a wide variety of skills, including technical analysis; design of project components, and technical assistance activities; interaction with clients at the policy level; supervision of consultants; management of trust funds, etc.;
  • Lead the day-to-day operational support to the new and ongoing social protection projects, providing operational and analytical support on the ground. Respond to the government and donor partners requests for actions and help to ensure the Bank's timely and complete responses to those requests;
  • Organize, lead and participate in missions to provide technical inputs and guidance to counterparts, including improving the monitoring and evaluation of project activities. The candidate will also be expected to participate in developing reports and program evaluations;
  • Play a key role in ensuring the quality of portfolio performance management, through support for project implementation, monitoring and assistance, and monitoring proactively portfolio performance, addressing and/or advising team members on operational issues/solutions. Maintain regular contact with client counterparts, providing advice, assistance, and follow-up on a range of operational and analytical issues.
  • Strengthen Bank's services to clients and donor partners by helping in donor coordination and liaison with NGOs and Government counterparts;
  • Contribute to cross-sectoral work, collaborating with other initiatives in social protection, with the Human Development team, and other units within the World Bank's broader country team.
  • Provide operational support, as needed, to other team members as may be delegated by the Sector Manager and Human Development Coordinator for Egypt. This may include support to health and education sector projects and programs.

Knowledge and Experience of Development Operations and Practices - Designs and supports implementation of cross-sectoral lending and non-lending SP and labor operations and programs based on technical and cross-country knowledge, contributes to country and sector strategies and interacts directly with clients and development partners at the policy and project level.
Policy Dialogue Skills - Anticipates needs and requests of in-country clients by leading and contributing to policy discussions with governmental and non-governmental counterparts. Effectively translates complex analytical findings into policy messages and effectively communicates the justification and expected outcomes of policy reform alternatives.
Integrative Skills - Understands links between cross-sectoral policy areas (especially at the intersection of labor policy, social insurance, SSNs and education/skills) and is able to undertake cross-sectoral work in lending and non-lending operations.
Social Protection and Labor Knowledge and Experience - Has country-level experience working on operational, technical and policy issues related to SP and labor across a range of social and economic development contexts.
Client Orientation - Maintains client relationships, manages multiple demands and provides evidence-based advice and solutions through sound diagnosis and knowledge.
Drive for Results - Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables.
