Organizational Context:
The post is located in the PCT International Cooperation Division, which is responsible for the development and implementation of cooperation activities vis-à-vis PCT Member States (notably Offices of Member States in their capacities as Receiving Offices, International Searching and Preliminary Examining Authorities, and Designated and Elected Offices) and States considering accession to the PCT, with a view to contributing to the efficient functioning of the PCT system and promoting a better understanding of the PCT and the patent system among Offices' staff, practitioners and users, covering inter alia operational, technical, procedural, legal and training activities. As Director of Division, the incumbent is responsible for overseeing and providing a broad range of strategic and operational advice on international cooperation activities related to the PCT. The incumbent works under the supervision of Deputy Director General of the Innovation and Technology Sector.
Main duties:
The incumbent will perform the following principal duties:
(a) Plan, direct and manage the work of the Division, including formulating objectives, managing budget and human resources, supervising the staff and evaluating individual and collective performance, developing strategies to ensure timely, efficient and high quality delivery of results within the framework of the WIPO Program and Budget, and strategic planning of the Division's work.
(b) Lead strategic engagement and maintain close relations with key stakeholders and senior-level representatives of WIPO Member States with a view to addressing their needs, promoting PCT mandates, improving collaboration between PCT Members States, increasing PCT membership and international cooperation activities.
(c) Oversee the planning, development, coordination and implementation of cooperation strategies and projects vis-à-vis PCT Member States and States considering accession to the PCT. Ensure the provision of high-level technical support and, policy and legal advice to such States, leading to visible, cost-efficient and measurable results.
(d) Represent WIPO at senior-level meetings and other relevant events to increase collaboration between States within the international patent system, notably through the sharing of experiences and information on the use of the PCT system.
(e) Perform other related tasks as necessary.

REQUIRED QUALIFICATIONS
Education:
Advanced university degree in law, science or engineering.
Experience:
Essential:
At least 15 years of relevant professional experience, preferably in industrial property administration and policy development at national and international level, including at least eight years at a senior advisory or managerial level in an IP national, regional or international Office.
Desirable:
Experience working in a large IP Office whose patent applications account for a substantial proportion of the work carried out under the PCT.
Skills:
Excellent knowledge of the PCT from the perspective of industrial property offices.
Strong management skills with demonstrated ability to work effectively in teams as well as independently.
Proven ability to communicate ideas effectively orally and in writing to a wide and varied audience.
Demonstrated sound political judgment and capacity to work well with a range of actors including WIPO stakeholders.
Excellent negotiating and communication skills.
Strong interpersonal skills, integrity, tact and diplomacy.
Strong decision-making and problem-solving skills.

Annual salary:
(Net of tax)
95,394 USD
103,204 USD (with primary dependants)
Post adjustment:
96.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
Additional Information:
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.
* Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
