Background Information - MACMine Action Cluster The UNOPS Mine Action Cluster (MAC) within the Global Partner Services Office (GPSO) is a principal service provider in the field of mine action with the United Nations, Governments of mine-affected countries and other mine action partners. The UNOPS Mine Action Cluster was established in 1997. Based in New York, it has helped partners to significantly improve the lives of people in more than 30 countries across the world. The UNOPS Mine Action Cluster supports Mine Action efforts in both emergency and post conflict settings. It delivers fast procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Cluster Chief who has the overall authority and accountability for the performance of the Mine Action Cluster on behalf of its clients.Background Information - Job-specific
Over the last 72 years, since the start of WWII a multitude of Explosive Remnant of War (ERW) issues have plagued Libya, with the 2011 conflict acting as the latest layer. The uprising added a whole host of new issues including Unexploded Ordnance contamination (UXO), Abandoned Ordnance (AO), a total of 440 NATO reported strikes on Ammunition Stockpile Areas (ASA’s) and a further 3,448 NATO strikes on a variety of strategic targets. Added to this a proliferation of man-portable surface to air missiles (MANPADs) as well as small arms and light weapons amongst the civilian population, renewed use of landmines and cluster munitions in some areas; creating a deadly topography of weapons, ammunition and ERW contamination spread throughout the country.
On arrival to Libya in April 2011, the United Nations Mine Action Service (UNMAS) and international NGOs partnered to form the Joint Mine Action Coordination Team (JMACT), in order to present a coordinated humanitarian mine action response to the Explosive Remnants of War (ERW) threat in Libya during the emergency phase.
The role of UNMAS has since expanded to include ammunition and weapons management following the establishment of the United Nations Support Mission in Libya (UNSMIL) and the inclusion of arms proliferation within the mission’s security sector mandate.
Functional Responsibilities- Under the direct supervision of the Programme Manager or his/her designate, the Support Services Assistant is responsible for:
- Update and maintain the administrative filing system.
- Keep records of staff movements, ensuring that all travels are documentedand approved.
- Review the travel claims, and forward for processing to Admin / FinanceOfficer.
- Keep and update personnel related paperwork (attendance sheets and leaverecords).
- Keep track of equipment movements and maintain receiving and issuance vouchers.
- Keep vehicle files for all documentations for each vehicle and make surethat the vehicle logbooks are maintained.
- Assist Admin / Finance Officer in scanning and photocopying documents.
- Prepare the paper work required for new / extension of UN ID cards.
- Process POs for staff entitlements in ATLAS.
- Cash cheques as and when required from the bank.
- Dispatch payment cheques as and when required to the vendors.
- Undertake procurement activities related to local purchasing.
- Assist any other duties as assigned by the supervisor.

- working relations within in a multi-cultural, multi-ethnic environment.
- Cultural awareness - Be sensitive to and demonstrate awareness of and respect for cultural diversity.

Education
- Secondary Education or High School Diploma is required. University degree in relevant subject matter and/or equivalent qualifications and related experience in support services is an asset.
Work Experience
- Previous experience as Support Services or Admin/Finance for an international organization will be an advantage
- Minimum of Years (2) years related experience in Support Services or Administration
- Ability to work in a multi-national / cultural environment
- Ability to work in a gender-equal and multi-cultural environment
- Flexibility to work overtime hours
Language
- Excellent speaking and writing skills in English and Arabic required.
