Purpose of the Position
Under the guidance of the Supply & Procurement Manager, the incumbent will provide technical support and build the capacity of the Government of Sierra Leone in managing its Procurement and Supply Chain Management System.
Key Expected Results
1. Participates in strategy planning preview and review meetings with Ministry, UNICEF and relevant stakeholders in developing the supply component of the PSM, including systems for the procurement and distribution of supplies to all project sites.
2. Assess and provide technical advice on existing logistics operations system and corrective measures to be taken, to facilitate efficient clearance, storage and distribution of supplies.
3. Establishes close collaboration with Ministry of Health and the district administrative structures in order to ensure supply team involvement through the process including product selection and forecasting, as well as feedback on results in order to improve future processes and supplies. Ensure open flow of information and knowledge sharing between different structures.
4. Provides guidance in the capacity development of the government's procurement and supply management systems and structures. Ensures uniformity and consistency in implementation of the Procurement and Supply Chain Management throughout the Ministry of Health – i.e. within Freetown and in the districts.
5. Develops and maintains partnership and collaborative relations with Government, UN and bilateral counterparts in all supply and logistics activities, including distribution, monitoring supply inputs and inventory. 6. Makes technical/operational decisions on urgent issues relating to supply and procurement under PSM. Advises Copenhagen on quality deficiencies and on the appropriateness of goods, as well as on claims issues arising from shipments and handles local procurement claims.
7. Undertakes field visits to project sites and sub-offices to inventory and monitor supply inputs. 8. Identifies training needs and develops training activities in supply management for UNICEF's staff/consultants and counterparts, designed to improve supply delivery.
Qualifications of Successful Candidate
  • Advanced university degree in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree.
  • Minimum of five (5) years of relevant experience at the national and international levels in supply, logistics, procurement, purchasing, contracting, administration and/or other related technical fields is required.
  • Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset.
  • A first level university degree in a relevant technical field (as identified above), in conjunction with seven years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree.
