The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.
 
In 2010, the OECD’s Committee on Fiscal Affairs (CFA) and Development Assistance Committee (DAC) initiated the Task Force on Tax and Development to advise them on how to assist with creating an enhanced enabling environment for developing countries to collect taxes effectively and fairly. The Task Force brings together OECD members, developing countries, international and regional organisations, business and civil society.
 
The Tax and Development Programme is a joint project of the OECD’s Centre for Tax Policy and Administration (CTPA) and Development Co-operation Directorate (DCD) that supports the Task Force and the Committees on tax and development issues.
 
The Tax and Development Programme is currently seeking to recruit a Policy Analyst to contribute to our work on domestic resource mobilisation, aid, development and statebuilding issues, including\:
 
i) Global Partnership for Effective Development Co-operation – the post-Busan Global Partnership brings together governments of developed, emerging and developing countries, Parliamentarians, civil society, and the private sector to drive international efforts for more effective resources, policies, and coordination for development. Taxation has been identified as a key priority and the Task Force will support the Global Partnership to develop a report for the Partnership’s Ministerial meeting in early 2014 and follow up as required.
 
ii) Monitoring aid flows – Overall Official Development Assistance (ODA) directed to supporting the development of effective tax systems in developing countries is quite limited. The Policy Analyst will keep track of and regularly report on aid flows to domestic resource mobilisation.
 
iii) Financing for Development - at its High Level Meeting (HLM) in London, 4-5 December 2012, the DAC agreed that it would\: i) elaborate a proposal for a new measure of total official support for development; ii) explore ways of representing both “donor effort†and “recipient benefit†of development finance; and iii) investigate whether any resulting new measures of external development finance (including any new approaches to measurement of donor effort) suggest the need to modernise the ODA concept. The Policy Analyst will lead Tax and Development participation in the project to elaborate a new measure of total official support for development.
 
The successful candidate will work under the supervision of the Head of the Tax and Development Programme.
 
Main Responsibilities
 
Analysis, research and drafting
  • Lead policy research on taxation, aid, development and statebuilding issues (e.g. domestic resource mobilisation, enhancing international support for tax system development, tax morale/taxpayer education), distil good practice, policy and operational implications and formulate recommendations.
  • Draft, directly and with others, policy briefs, substantive papers, presentations and other documents for consideration by the Task Force, its sub groups, CFA and DAC.
  • Assist in the preparation of the Tax and Development Programme annual reports and work programmes, and draft input on tax and development for OECD flagship publications and corporate reports.
Organisation, co-ordination and meetings
  • Manage and co-ordinate multiple work streams, e.g. supporting the work of the Global Partnership, monitoring aid flows, financing for development and corporate briefing requests (briefing notes, background papers, speaking points, etc.).
  • Support the design and organisation of, and participate in, meetings of the Task Force, its sub-groups and other related meetings, workshops and seminars to support knowledge-sharing, consensus-building and decision-making on tax and development issues.
 
Liaison, representation and communication
  • Establish and maintain contact with government officials from OECD member states (donor agencies, tax administrations, finance departments) and developing countries, representatives of international and regional organisations, and business and civil society interested in the Tax and Development Programme.
  • Liaise with international experts in academia, think tanks and civil society, including those in developing countries, who can contribute to the emerging knowledge base on tax and development; and reach out to colleagues across the OECD to identify synergies and areas for collaboration.
  • Disseminate and communicate the work of the Tax and Development Programme to relevant policy communities through OECD publications, web-postings, participation in conferences, seminars and contacts with stakeholders, and by contributing articles to partner publications (e.g. International Tax Compact, International Tax Dialogue).
  • As requested, represent the OECD at relevant international fora.
 
Candidate’s profile
 
Academic Background
 
  • An advanced university degree in international/development affairs, law, economics, political or social sciences, preferably with a specialisation in taxation and/or tax policy.
 
Professional Background
 
  • Three to seven years’ experience with a bilateral or multilateral development agency or government department dealing with issues relating to tax and/or development.
  • Experience in providing advice to senior management and governments on tax law, tax administration, tax policy and/or development - operations and/or policy - issues.
  • Experience briefing external stakeholders on complex socio-economic issues, and practical experience managing external consultants.
  • Good knowledge of the international policy discourse and agenda on tax and development is an advantage.

Languages
  • An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other. Knowledge of other languages would be an asset.

NB\: Tests are planned for pre-selected candidates in September and for those retained, interviews are foreseen for mid-October; start date as soon as possible thereafter.
 
Contract Duration
Two year fixed term, with the possibility of renewal.
 
Monthly base starting salaries range from 4,256EUR to 6,711EUR exempt of French income tax, plus allowances based on eligibility.
 
N.B.\: The appointment may be made at a lower grade if the qualifications and professional experience of the selected applicant correspond to that grade; in this case, the duties and responsibilities assigned will be adjusted accordingly.
