Background / General description
The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people's lives by promoting private sector development through its investment and advisory services. IFC's Sustainable Business Advisory (SBA) Business Line works primarily with firms in the manufacturing, agribusiness, services, and infrastructure sectors to help create inclusive, environmentally sustainable, and efficient markets, through three expert practices: (i) Environmental, social, governance and industry standards; (ii) Clean energy and resource efficiency, and (iii) Supply chains and community investment. SBA’s Strategy and Impact unit (CSBSC) is responsible for business line strategy, results measurement, portfolio management, knowledge management, communications and partnerships. CSBSC is seeking a Senior Operations Officer/Operations Officer to lead the business line’s results measurement and portfolio management work.
Duties and Accountabilities
The Senior Operations Officer/Operations Officer will report to the Head of Strategy and Impact. Responsibilities will include: Providing insightful advice and intelligence to the SBA business line (and ultimately, IFC clients) with respect to operational performance and learning -- Aggregating, analyzing and crisply communicating business line portfolio and results and portfolio data, including producing regular reports for SBA management on key performance trends and lessons learned (including through a monthly Performance Dashboard) and providing performance updates to external partners. -- Coordinating, and drawing lessons and fresh perspectives from, Quality at Entry (QAE) reviews, Project Supervision Reports (PSRs), and Project Completion Reports (PCRs) for SBA operations, as well as the annual client survey. -- Providing analytic inputs to (and where relevant, leading) strategic deep dives by sector and theme, so as to promote IFC and client learning. -- Keeping abreast of external innovations in sustainability performance reporting, and leveraging these innovations to promote more effective measurement of performance by SBA and its clients. -- Promoting effective utilization of key metrics, evaluative findings and lessons learned through active knowledge management, working closely with the SBA Knowledge & Learning Lead, SBA Practice Leads, and SBA Regional Managers -- Supporting the SBA Strategist to draw inferences that inform future strategic directions by effectively measuring the business line’s progress towards its key strategic targets. Ensuring consistent, high quality results metrics, evaluative methodologies and portfolio management -- Ensuring the quality and consistency of the results measurement and evaluation approaches and tools used in SBA, including the development and implementation of standard performance indicators, results frameworks, and practical measurement tools. -- Leading in the technical development and operationalization of key results indicators, including those relating to IFC’s Development Goals (e.g. farmers reached, people with access to infrastructure, GHG emissions), specific Advisory Service focus areas (e.g. gender), the SBA practices, and value add to private sector clients (e.g. financing facilitated). -- Technical training and support to business line staff in AS governance, systems, portfolio management and results measurement. -- Developing and applying related best practices, e.g. product and project evaluation methodologies that are commensurate in scope and cost with projects and programs under evaluation. -- Monitoring portfolio quality with reference to key risks and compliance indicators Supervising a small team, and leveraging internal and external vehicles and partnerships to advance IFC’s thought leadership in results measurement -- Supervising a small results and portfolio team, under the overall guidance of the Unit Head -- Playing an active role in the IFC Results Measurement and Portfolio Management network meetings, including sharing evaluative experiences from SBA and contributing to corporate efforts to further advance IFC’s results measurement and portfolio management. -- Engaging strategically in external forums pertaining to results measurement and portfolio management (e.g. through conferences, publications, and social media), to further advance IFC’s role as a thought leader in these areas.  
Selection Criteria
-- Masters degree in a relevant discipline (e.g. MBA, Masters in Finance), with a strong grasp of core economic and financial concepts and a good understanding of sustainable development issues and impact -- A minimum of 8 years of professional experience, primarily in monitoring and evaluation -- Strong understanding of both IFC Advisory and Investment Services -- Outstanding analytical and problem solving skills, with an ability to think and write conceptually and strategically as well as in concrete operational terms -- Strong mastery of data management, together with excellent Excel and PowerPoint skills -- Deep results orientation, with exceptional client focus -- Ability to interpret external events and their impact, and provide novel insight for the business -- Ability to prioritize and juggle multiple tasks within tight deadlines and with the flexibility to respond to changing demands; working alone or in a team -- Experience interacting with senior management and/or senior WBG staff, and building effective relationships with key stakeholders, with strong convening ability and seasoned business and political judgment -- Ability to work effectively in a multidisciplinary team, in a decentralized structure -- Strong interpersonal skills, with the ability to resolve differences of opinion or conflicts constructively and to coach less experienced team members to enhance their skills and understanding -- Excellent written and oral communications skills Only on line applications will be accepted.
