Background
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.
In accordance with the ODIHR mandate, the Human Rights Department (HRD) assists participating States in fulfilling their obligations to protect and promote human rights and fundamental freedoms. Areas of work covered by the Department include monitoring and analysis of human rights developments in the OSCE area and the provision of expertise and technical assistance to enhance compliance with the human dimension commitments; supporting the development of effective human rights education and capacity building; enhancing the protection of human rights while countering terrorism; addressing the relationship between human rights, gender and the security sector; and emphasizing human rights aspects of combating trafficking in human beings.
Tasks and Responsibilities
Under the supervision of the Head of the Human Rights Department, the incumbent will perform the following functions:
  • Identifying, developing, implementing and evaluating projects aimed at ensuring compliance with OSCE human dimension commitments. Project activities cover a wide range of topics focusing on enhancing the protection of the rights of trafficked persons and preventing trafficking in the OSCE region and may consist of research, training, workshops and direct assistance to trafficked persons through support to civil society;
  • Analyzing and monitoring public policy, legislation and state practices affecting areas related to trafficking in human beings, human rights and other human dimension activities to identify human rights issues where improvements/remedial action is required;
  • Liaising with other OSCE actors on anti-trafficking, in particular the Office of the Special Representative on Combating Trafficking in Human Beings and OSCE field operations to fulfill OSCE commitments, as well as with leading international organizations, such as UN agencies, in this field;
  • Managing the work of the Anti-Trafficking Unit;
  • Performing other related duties as required.
Necessary Qualifications
  • Advanced university degree in law, social and political science, public administration or another related field. Specialization in the field of human rights or international relations is highly desirable;
  • A minimum of eight years of professional work experience, including research and advocacy activity in related fields, of which at least two years at the international level;
  • At least two years of project and team management experience;
  • Proven expertise in anti-trafficking issues;
  • Knowledge of the functioning of relevant national and international institutions, as well as previous involvement in relevant activities of non-governmental organizations would be an asset;
  • Excellent knowledge of English with excellent writing skills. Working knowledge of other OSCE working languages, especially Russian, would be an asset;
  • Excellent political judgment, diplomatic and negotiation skills;
  • Team building skills and ability to motivate colleagues;
  • Experience in managing conflicting demands, meeting deadlines and adjusting priorities;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to deploy to the field, sometimes on short notice, for different types of monitoring missions;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity.
Remuneration Package
Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 5,827 (single rate) and approximately EUR 6,257 (dependency rate). OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organisation contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
