Organizational Setting and Reporting
This post is located in the Transport Division of the United Nations Economic Commission for Europe (UNECE).
The Transport Division services meetings and work of inter-governmental bodies that are
a) under the ECOSOC (Sub-Committee of Experts on the Transport of Dangerous Goods; and Sub-Committee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals),
b) under the UNECE (the Inland Transport Committee and its 17 working parties and other subsidiary bodies), and
c) the Administrative Committees of specific conventions and agreements.
These inter-governmental bodies address global transport issues through their norms and standard setting and through the legal instruments that have a global geographical coverage (for example in road safety, vehicle regulations, transport of dangerous goods etc.). In some regulatory and legal areas it promotes regional solutions in the UNECE Member States. In capacity building activities it has a regional focus. The objectives of the transport subprogramme are to facilitate the international movement of persons and goods by inland transport modes and improve competitiveness, safety, energy efficiency, security and environmental performance so that adverse impact of transport activities is reduced. Its overall goal is to effectively contribute to sustainable development.
The Regional Advisor on Transport reports to the Chief of the Transport Division and coordinates his/her activities with the Programme Management Unit of UNECE.
Responsibilities
The selected candidate will be responsible for ensuring the provision of regional advisory services (advisory missions, capacity building and field projects) upon requests of countries with economies in transition. In accordance with the Technical Cooperation Strategy adopted by the United Nations Economic Commission for Europe in 2007, his/her main functions in general shall include the following:
a) provide advice and expertise to countries with economies in transition on the implementation of UNECE legal instruments, norms, standards and regulations in the area of sustainable transport,
b) participate in specific technical cooperation projects,
c) assist beneficiary countries in formulating various project proposals for funding,
d) undertake fund-raising activities,
e) promote synergies as much as possible with other relevant technical cooperation activities of UNECE, as well as of other UN and non-UN agencies ,
f) facilitate the sharing of experiences and identifying of best practices,
g) provide regular information on the planned, on-going and implemented activities, and
h) provide information on the activities of the inter-governmental bodies serviced by the Transport Division. More precisely, the selected candidate in close cooperation with the rest of the Transport Division
Coordinates Technical Assistance and Capacity building activities of the Transport Division in line with the decisions of the Inland Transport Committee based on its recent review of technical assistance in the past ten years (ECE/TRANS/2013/12) and ensures program continuity and integrity;
Carries out and manages the Technical Assistance and Capacity Building activities funded by the Technical Cooperation (RTPC) budget;
Supports the Trans-European Motorways (TEM) and Trans-European Railways (TER) inter-governmental projects; ;
Supports the SPECA Project Group on Transport and Border Crossing Facilitation in cooperation and on a biannual rotation with UNESCAP;
Leads and/ or contributes to capacity building activities and projects aimed at the development of transport systems and networks of Central Asian, Caucasus, Eastern and South-Eastern European countries through
  • Preparing demand driven project proposals (for UNDA and other funding), as well as organising capacity building seminars and workshops of national and regional scope;
  • Sharing Best Practices and transferring know-how;
  • Promoting accession to and implementation of UNECE legal instruments in the field of transport;
Provides advice and expertise to governments of beneficiary countries on transport development strategies, programmes and policies;
Undertakes resource mobilization, and when possible leverages additional funding for regional advisory services in the field of transport, with special attention to the promotion of improved road safety;
Advises the Chief of Transport Division on technical cooperation needs of countries with economies in transition in the field of transport;
Establishes and maintains regular contacts with relevant counterparts from national and international governmental and non-governmental organizations, regional, sub-regional organizations and financial institutions, permanent missions, UN funds and programmes and specialized agencies, development agencies of donor countries, as well as with business community;
Coordinates technical cooperation activities with other Regional Advisors and with the Programme Management Unit of UNECE;
Contributes to the 'Delivering as One' and to UNDAF at country level;.
Prepares reports on the progress of these above activities.
Competencies
Professionalism: In-depth knowledge of technical and policy-level issues and challenges in transport. The candidate is expected to be an internationally-recognized expert with a strong network across the range of stakeholders in transport. Proven experience in all aspects of project/programme management and resource mobilization. Other skills: Knowledge of economic problems specific to countries in transition and basic competence with computers/communications technology are required.
Planning and organizing: Proven ability to plan and organize work, requiring an in-depth understanding of its strategic direction, and ability to integrate the work into the Division's work programme. Candidates must be able to develop clear goals that meet member States' requirements, deliver concrete, measurable results, meet tight deadlines, adjust work plans in light of unexpected developments, foresee risks, and undertake contingency planning.
Communication: Outstanding public presentation skills are essential. Excellent drafting ability and communication, both oral and written; ability to explain complex concepts in a clear and concise way; Ability to tailor language, tone and style to the audience. Comfortable with engaging senior government officials in policy dialogue.
Vision: Identifies strategic issues, opportunities and risks; clearly communicates links between the Organization's strategy and the work unit's goals; generates and communicates broad and compelling organizational direction, inspiring others to pursue that same direction; conveys enthusiasm about future possibilities.

Education
Advanced university degree (Master's degree or equivalent) in (transport) economics, business administration (preferably with finance or management orientation), engineering, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
At least ten years' experience in the transport sector and good knowledge of the UNECE region. Experience with international organizations, financial institutions, or development agencies dealing with transport issues. Proven experience in all aspects of project/programme management and resource mobilization. Familiarity with the work of the UN and its specialized agencies, funds and programmes. Experience in advising government bodies in transport policy, capacity building and developing field projects.
Languages
Fluency in both oral and written English and Russian is required. Working knowledge of French is an asset.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
