Background
The Middle East and North Africa Region (MNA) has an active lending and ESW portfolio in Algeria, Egypt, Iraq, Jordan, Lebanon, Morocco, the Gulf States, Syria, Tunisia, West Bank and Gaza, and Yemen. A key operational strategy of MNA is to serve its partner countries through empowered country teams working around a living CPS developed through a close participatory process with the countries.

    MNSSD is the department responsible within the region for working on the following sectors: energy; water; urban development, transport, agriculture and rural development (ARD), social development (SDV), disaster risk management (DRM), and environment. The department has a current portfolio of about US$6.4 billion and is comprised of 120 GE+ staff and 15 ACS staff. It is led by a Director and organized into four units:
     
    (i) Energy and Environment
     
    (ii) Urban Development, Social Development and Disaster Risk Management (MNSSU);
     
    (iii) Transport and Information and Communication Technologies;
     
    (iv) Water, Agriculture and Rural Development; each unit is headed by a Sector Manager. The ACS staff work at the sector unit level and in some cases across sector units and report directly to the Sector Managers.
     
    The Energy and Environment Unit consists of about 25 staff and extended term professionals, including 4 in country offices. The portfolio comprises a diverse set of projects under supervision and has an active lending pipeline which is poised for further growth. The Energy and Environment Unit currently has a portfolio of about 30 ongoing operations valued at around US$2.3 billion.
    The Energy and Environment Unit of MNNSD (MNSEE) is seeking a proactive, highly motivated, and experienced Senior Program Assistant with investment lending project processing, to be an integral and active member of the Urban Unit. The incumbent needs to continuously contribute to the team's overall objectives and to the delivery of our services within the region in a timely and professional manner.
     
    Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
Duties and Accountabilities:
The selected candidate will be responsible for the following tasks:
(a) Provide substantive administrative and operational support to task teams to deliver high quality products in compliance with Bank procedures and safeguards to include task management, database management, editing, knowledge management and event/conference planning, as well as full range of operational support on the work program in all aspects of project preparation and implementation according to the project cycle, economic and sector work, and technical assistance activities;
(b) Draft/edit standard project-related correspondence and documents in French and English using proper grammar, punctuation and style to include BTOs, ISDS, PIDs, PADs, ICRs, Aide Memoires etc. and ensure timely clearance, distribution and compliance with Bank procedures and using standard Bank tools. Provide quality enhancement of project documentation, key outputs, reports and other documentation;
(c) Monitor project portfolio, update SAP milestones, and liaise with TTLs and portfolio staff to ensure that deliverable deadlines are met;
(d) Handle and route internal and external queries relating to the projects, especially in the absence of the TTL;
(e) Retrieve documents using the internet and intranet, library databases; provide basic research and analytical support as needed to include researching and reviewing technical and professional publications to extract and summarize information, and researching and performing calculations from statistical analysis of data concerning the relevant sectors;
(f) Organize and maintain project files in the less paper environment and ensure electronic documents are filed in the Institution's Information Management System (WBDocs);
(g) Event Management: Organize all logistics (to include data gathering, database management, participant invitations and follow-up (French and English), hotel/transportation logistics, etc), for conferences, workshops and events as required;
(h) Provide organizational support to the unit; arrange meetings and appointments (booking conference rooms, requests for teleconference and video conference, coffee services, etc.)
(i) Provide back-up support to other program assistants and staff in the unit and across the department as required to include back up support to the Sector Manager (calendar, meetings, daily work, folders for meetings, etc.);
(j) Perform other ad hoc duties as assigned

a) Technology and systems knowledge - Exhibits excellent knowledge of Microsoft Office applications and proficiency of technology or/and systems relevant to functional area. Able to coach less experienced staff on relevant technology and systems.

Other Selection Criteria
a) Minimum Education: High School education;
b) Minimum Years of Relevant Experience: 5 years (internal candidates) and 7 years (external candidates);
c) Complete familiarity with Bank procedures and guidelines, especially those pertaining to project processing and the project cycle, and experience using and implementing OPCS and regional project processing guidelines;
d) Extensive experience using standard Bank systems to include Portal2, eConsult2, SAP, client connection, WBDocs, BW, ImageBank;
e) Event Management experience a plus, preferably in an international arena;
f) Excellent English written and verbal communication skills;
g) Fluency in French required; Proficiency in Arabic a plus.
h) EA type experience a plus
