In the context of the post-emergency and development phase in Haiti, UNOPS-HTOC operations have increased significantly. The nature of HTOC current and forecasted areas of intervention are large infrastructure projects (hospitals, roads, housing, buildings), health-related procurement such as medical equipment and ambulances, large volumes of IT equipment, vehicles and other goods.
The Health Infrastructure Unit is working in close relationship with the Haitian Ministry of Health to deliver several projects including design, construction and equipment of hospitals, laboratories and other health facilities that represent priority projects for the government.
Currently, UNOPS is constructing a new 200 beds departmental hospital in Gonaives, Haiti, on behalf of the Canadian International Development Agency. UNOPS is responsible for the design, construction, equipment and support to management of the facility. UNOPS has also been mandated by the Government of Brazil through UNDP Brazil to build and equip 3 community hospitals (1st level of attention) and the first public rehabilitation center for disabled people along with 2 regional laboratories
Functional Responsibilities
Under the guidance and supervision of the Programme Manager (PM) the Medical Equipment Engineer will be responsible for all the tasks associated with the need assessment, evaluation, installations, training, commissioning and testing of the medical equipment, furniture and appliances in the health centers.
The specific tasks will include:
- Review and consolidate the equipment lists by type of service. Review their operational performances, and make recommendations
- Preparation of the technical specifications and bill of quantities are to be incorporated to the tender documents of the medical equipment to be procured under the project
- Preparation of the technical requirements for the installation of the equipment.
- Organize and supervise the logistic of delivery and installation
- Take part in the bid evaluation process in the supplier selections for the medical equipment supply and installation services
- Verifications of imported medical equipment at projects site for specification compliance prior to installations.
- Supervision of installation of the medical equipment / systems ensuring the works are carried out as per the design specifications and contracts administrations of installation works
- Checking and certifying of contractor’s progress payment claims in respect of medical equipment items
- Project implementation coordination with the Government and other project stakeholders
- Testing and commissioning of medical equipment / systems on completion of installations, and the preparation of the commissioning and client’s hand-over reports.
- Prepare works progress reports and contract close-out reports.
- Training of the medical staff on operation and maintenance tasks, and records keeping
- Review the medical assets / systems operational performances produce reports and follow up on any warranty maintenance as required.
- Prepare operational and maintenance plans for all medical equipment / systems installed under the project, and issue to the client on project completion.
- Any other business as directed by the Programme Manager.
- Promote and follow-up medical equipment related projects in the Country.
- Travel to project sites.
- Master’s Degree in Biomedical Engineering related field or specialization is required.
- A Bachelor’s degree in combination with relevant years of experience may be accepted in lieu of master’s degree.
- Possession of relevant certificates in training for specific medical equipment/hospital furniture/diagnostic equipment is an advantage
- At least 7 years of progressively responsible experience in the healthcare environment and in medical equipment management, purchase and/or installation and maintenance.
- Working experience in developing countries will be an asset.
- Fluency of spoken and written English and intermediary knowledge of French, and Spanish..
- Able to plan and organize the installation of medical equipment;
- Previous experience with the UN structures and procedures is an asset
- Ability to apply organizational policies and procedure

- Excellent communication skills, computer literacy and applications
