Organizational Setting and Reporting
This position is located within the United Nations Stabilization Mission in Haiti (MINUSTAH). The Legal Officer will be based in Port-au-Prince. The Legal Officer reports to the Senior Legal Adviser.
Responsibilities
Within delegated authority and under the overall/direct supervision of the Senior Legal Adviser, the Legal Officer may be responsible for the following duties:
Handles a range of issues related to international, public, private, and administrative law, including the interpretation and application of constitutive, legislative and other instruments governing United Nations activities and operations, in consultation with the senior Legal Officer:
Conducts extensive legal research and analysis and prepare studies, comparative studies, briefs, reports and correspondence;
Undertakes basic or extensive review of legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies, etc.
Prepares or assists in the preparation of drafts of background papers, studies, reports, administrative issuances and commentaries on those texts;
Prepares or assists in the preparation of legal opinions/advice on diverse substantive and procedural questions, which may include issues relating to administration and management, UN privileges and immunities, institutions support, procurement and contracts, peacekeeping and other operational matters, separately-administered Agencies, Funds, and Programmes, etc.;
Prepare or assist in the preparation of agreements, contracts, institutional and operational modalities and other legal documents;
Prepares or assists in the preparation of agreements, contracts, institutional and operational modalities and other legal documents;
Services or assists senior colleagues in serving on various standing boards and committees as required;
Assists in representing the Organization before judicial, arbitral or administrative proceedings;
Performs other duties as required.

Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Knowledge of the civil law and/or common law legal systems and principles. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Education
An advanced university degree (Master's degree or equivalent) in international law. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible professional experience in law, including legal analysis, research and writing is required. Professional experience in a civil law jurisdiction is required. Professional experience in a common law jurisdiction in addition to the civil law jurisdiction requirement is an advantage.
Qualifying years of experience are calculated following the receipt of the first-level university degree recognised by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written French and English is required. Knowledge of Spanish is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
