The UNOPS Haiti office supports international partners and the Haitian Government in their work to improve lives following the 2010 earthquake. UNOPS project managers and their local employees are helping to check the safety of damaged houses, build transitional shelters for homeless families, provide cleaner toilets for those living in camps, clear canals of debris to prevent floods, repair roads, and construct maternity centres and schools.

This joint program aims at rehabilitating Champ de Mars zone in Port-au-Prince to offer to the residents of these districts as well as displaced persons living in 10 camps of the zone sustainable housing solutions and improve living conditions through a better access to the basic services. The program suggests resolving some of the immediate needs of families living at Champ de Mars by allowing them to have sustainable rehousing solutions. The first stage of this project will be mainly focused on camps and led by IOM. In parallel, UNOPS will begin its activities of rehabilitation 750 'yellow' houses and construction of 750 'red' houses. '. In this context, the ILO in cooperation with the public institutions will train entrepreneurs and semi-qualified workers of this district earthquake-resistant construction in order to stimulate local economy growth and construction of quality housing environment in a sustainable way. The targeted beneficiaries of these houses are families living on Champ de Mars camps and in two districts selected in the return zones affected by the earthquake. At the same time, with the support of the Government, UNOPS and UNDP, the community members of these two districts will participate through community platforms in the identification of the priority choices for the rehabilitation of basic infrastructures as well as in the urban development of planning in their respective district.
Functional Responsibilities
Under the direct supervision of the Infrastructure Project Manager, the Infrastructure Coordinator will provide technical services in all infrastructure activities, including roads, drainage and pathways.
The Infrastructure coordinator will work with other team members and experts to ensure that the appropriate infrastructural interventions are planned and could be implemented in respect of technical specifications.
The Infrastructure coordinator will be expected to:
- Facilitate the planning and implementation of infrastructure activities
- Coordinate the activities of the professional and technical team assigned to oversee on the projects implemented by the office
- Monitor and control field work, topography, soil survey and study of traffic diversion conducted by project contractors
- Monitor and control construction operations such as line control and stakeout,monitoring of excavation and demolition tasks, monitoring of earth movement,supervision of concrete works, supervision of sanitary facility works (if necessary)
- Implement comprehensive audit, inspection and control of work, verifying that tasks are accomplished according to plans, technical specifications and ensure up to date documentation and technical files including contractor's offer, in compliance with the Constructions Rules and Regulation in force as well as the quality of the materials involved in the work.
- Prepare monthly monitoring report containing copies of the work booklet sheets, copies of the protocols or quality control tests of the work, photographs and videos to be taken by the general contractor and a report containing the observations and conclusions of the supervisor
- Schedule of visits to construction sites according to needs and problems of the work
- Participate in the monitoring and evaluation of infrastructure activities
- Promote high-level collaboration, communication and co-operation with government ministries and other stakeholders and actors in the community
- Provide the necessary technical oversight to community-based Infrastructure Committees so as to strengthen the overall performance of the project
- Work closely with the Team management of UNOPS
- Meet with contractors, client entity representatives and UNOPS
- Identify appropriate interventions and ensure continuity of existing ones
- Coordinate all activities on the field to achieve targets
- Prepare all required technical document for permit
- Supervise junior engineers at the project sites
a. Education
- Masters Degree in civil engineering or related field.
- A Bachelors degree in combination with relevant years of experience may be accepted in lieu of masters degree.
- Minimum 5 years professional experience in engineering
- Experience working in an integrated community development project
- Experience with infrastructure design and project management
- Experience in Haiti is an asset
c.Language
- Fluency in written and spoken French is required
- Knowledge of English and Creole an asset;
- A highly motivated individual
- Analytical skills, coordination, ease of negotiation and organization
- Skills in community mobilization and facilitation
- Practical knowledge and application of community dynamics in an integrated community project
- A team player with good interpersonal skills in communication and dissemination of knowledge
