The Lutheran World Federation Myanmar an international non-government organization serving the people of Myanmar in the delta region. Since 2008 LWF is working with 51 villages of Bogalay, Deydaye, Pyapon and Twantay. Since 2013 LWF has started project in Chin State. It will soon start in Kayin and Rakhine State. LWF works in the areas of Disaster Risk Reduction, Livelihood, Child and Youth Development, Child and Maternal health, WASH, Education and Psychosocial. It works with marginalized communities a Internally Displaced Persons (IDP).
The working approach of LWF is Rights Based B Empowerment, Work king with the Government Structures and Integrated. The strategic objectives of LWF are Community Empowerment, Sustainable Liivelihood and Emergency Response and Disaster Risk Management. LWF Myanmar has immediate vacancy for f one (1) Finance Officer to be stationed in Yangon. Therefore, Myanmar Citizens are cordially invited to apply.
Duration of Assignment- Annual contract with 6 month probation period.
Job summary:
The Finance Officer (FO) will be responsible for assisting the Finance Coordinator (FC) to effectively and e efficiently manage the financial matters of the LWF Myanmar program, making s sure operations are in line LWF with policies and procedures including financial control and a bookkeeping, internal audit, fund a allocation, reconcile assets and liabilities, and financial reporting. The FO will also assist the FC in strengthening LWF Myanmar's financial management function in line with t the organization's overall strategic goals and objectives. The FO will ensure consistency and coherence in th he use and dissemination of information n, through the application of international professional financial standards and to e enhance institutional knowledge management through proper financial systems s and documentation and sharing amongst LWF Myanmar staff, implementation partners, etc., as appropriate. The FO is based in Yangon, but is required to undertake regular visits to the project areas. The FO is s responsible to the FC and works under the supervision and guidance of the FC in close coo operation with other relevant staff from all units.
Major Responsibilities:
  • Overall management of the implementation and control of financial matters and to make sure all are in line e with LWF procedures and guidelines
  • Ensure compliance with all LWF F policies and manuals: Finance, Procurement, Accpac, Personnel, etc., and a specific donor requirements
  • Ensure accurate and up to date accounting.
  • Assist in the preparation of cash flows, working budgets / budget proposals for program, donors, headquarters, etc.
  • Supervise and provide support to FAs in Yangon and field office finance units for all finance related matters.
  • Ensure reconciliations for bank, receivables, prepayments, accrual, etc., are prepared monthly. Review staff salary preparation and payment and compile salary records.
  • Monitor budget variances and institute remedial action if required.
  • All reports are accurate and timely.
  • Manage the ACCPAC accounting system to keep Management fully inform.
  • Maintain finance files for each Project, including pledges, income, reporting and audit deadlines, formats, communications, specific donor requirements, etc.
  • Ensure compliance with tax rules and regulations.
  • Monitor bank balances on a regular basis and ensure funds are sufficient to cover all program activities during the month. Perform monitoring visits to the field at times agreed with the FC. Regularly review the Geneva Current Account on MaRS and record the charges as necessary. Reconcile the Geneva Current Account on a monthly basis. Accept special assignments to investigate issues, resolve problems, collect information, prepare reports and undertake liaison work and similar tasks.
. Qualifications and Experience:
  • Academic qualification: Bachelors Degree in any subject.
  • Diploma: LCCI (III) or CAT or ACCA part I & II.
  • Experience: 3 years experience in finance and accounting management work if academic qualification is related to finance and accounting and 5 years experience if the academic qualification is not related to finance and accounting. Required Skills:
  • Good computer skills - MS Office, Excel, Power Point, ACPPAC etc.
  • Good command in spoken and written English and Myanmar
  • Ability to work independently and has 'can-do attitude'
  • Willing to work as a team and open good relationship with internal and external of the organization
