Purpose of the Position
To date, more than 448,000 Syrians are now registered or awaiting registration (65,000) with UNHCR in Jordan. Over half of all Syrians refugees are children. In addition, according to the Hashemite Government of Jordan estimates, there are at present approximately 500,000 Syrians in Jordan and this number is expected to rise up to an estimate 1 million by the end of 2013. Syrian children in Jordan continue to be at risk of interrupted schooling, limited access to basic services, and psychosocial distress caused by witnessing violence and being displaced.
UNICEF's response covers urgent needs in education, child protection, health, and water, sanitation and hygiene sectors. UNICEF is the lead agency for the Education, Child Protection and Gender Based Violence, and Water, Sanitation and Hygiene (WASH) sectors. As the humanitarian needs on the ground are significantly increasing, the UNICEF Jordan CO requires Education Sector Coordinator to manage partners and keep track of activities for the Education sector. The objective of an Education Sector Coordinator is to ensure a coherent and effective education response by mobilizing group's stakeholders to respond in a strategic manner to a humanitarian crisis.
Key Expected Results
Under the guidance of the Education Chief, the role of the Education Sector Coordinator is as set out as the following:
- Maintaining existing Education Sector coordination mechanism through regular meetings, timely minutes, and relevant documents and supporting the establishment of an operational Education Sector working group in the field to ensure effective coordination of education response activities in camps and host communities;
- Supporting the education authorities to coordinate the education partners' response;
- Coordinating the inputs of the development and reporting on Regional Response Plan;
- Coordination of mapping activities among partners,
- Sharing of information, ensuring education issues mainstreamed in other relevant Working Groups, inter-sectoral coordination among Child Protection, WASH, Health etc;
- Developing standardized joint supply plan for the education sector;
- Ensuring the education sector needs are identified and that sector activities address the identified needs, fill gaps and prevent overlap and duplication in the area;
- Ensuring that information is shared amongst sector members and between sectors in order to improve planning, integration and implementation. This includes contributing to regular situation reports, and taking an active role in other relevant coordination meetings;
- Providing facilitation and coordination support to technical working groups established under the Working Group (as required);
- Supporting capacity development of the sector partners including on the Minimum Standards for Education in Emergencies, and on preparedness, contingency planning and DRR;
- Ensuring appropriate coordination with national/local authorities, governorates institutions, local civil society and other relevant actors;
- Carrying out and facilitating relevant education assessment as necessary;
- Undertake field visits to partners' project sites to ensure quality of education interventions;
- Plan and supervise all trainings on going by NGO partners and government counterparts with UNICEF funding according to the project needs and ensure coordination between IPs and Government;
- Ensuring monitoring and reporting.
Qualifications of Successful Candidate
- At least 5 years of relevant professional work experience including developing country experience and experience in humanitarian action within the education sector
- Advanced university degree in Education or relevant related field, or equivalent qualification *A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree
- Demonstrable professional technical expertise in education in emergencies, early recovery and post-crisis transition. In depth understanding of and training in the INEE Minimum Standards for education in emergencies
- Formal training in cluster co-ordination and/or demonstrable experience of effective high level co-ordination and chairing of meetings
- Excellent advocacy skills particularly in relation to advocating for education provision in humanitarian crises
- Excellent written and verbal communication skills
- Demonstrable understanding of international humanitarian response architecture, co-ordination mechanisms, humanitarian reform and action
- Understanding of the humanitarian funding mechanisms including (i.e. Consolidated Appeals Process, Central Emergency Response Fund and Flash Appeals)
- Experience and/or an interest in the country or region of deployment
- Fluency in Engllish and another UN language. Arabic as an asset.

Remarks Post is office-based in Amman, with frequent travel to field sites across the country.
