Purpose of the Position
Under the general direction of the Regional Communication Advisor and the guidance of the Regional Director, the post is responsible for the conceptualization, development, implementation and management of regional advocacy and communication strategies to promote respect for children`s rights and in support of UNICEF`s mission in the East Asia and Pacific region. The post provides technical and strategic communication support to country offices, and for UNICEF`s global and regional initiatives. The incumbent will be expected to coordinate and disseminate information to a variety of target audiences, including UNICEF country offices, media and media institutions, national committees, UN agencies and non-governmental organizations.
Key Expected Results
1. Conceptualize, plan, develop and manage regional communication and advocacy strategies to get childrens` issues into the public domain and to strengthen political will to achieve UNICEF`s mission and its objectives. Monitor and evaluate the impact of these strategies and activities.
2. Develop and manage partnerships with broadcasters, media organizations UN agencies, non-government organizations and other partners to strengthen collaboration and alliances to promote child rights issues and support UNICEF`s mission, goals and activities.
3. Identify materials and activities that will support regional advocacy for children and develop these tools, including by organizing events, overseeing the production and distribution of materials and managing the content and design of regional digital platforms.
4. Contribute to the organization of launches of major flagship reports and global, regional and country evidence-based research, including the State of the World`s Children Report and Progress for Children; Prepare and disseminate press releases, feature articles and audio-visual materials as required.
5. Collect and analyse data and prepare reports on information and communication activities in the region for reporting and evaluation purposes. Keep abreast of new media technologies and their application.
6. Provide technical support to, and oversight of, the design, implementation, monitoring and evaluation of regional and country office communication plans, and provide feedback on these plans to country and regional offices.
7. Identify and maintain a network of external technical resources at the regional level to assist in the achievement of Regional Office and Country Office communications and advocacy objectives. .
8. Organize regular meetings of communication staff to exchange experiences, and facilitate training activities (workshops, seminars, orientation courses, training modules, on-the-job training) for UNICEF staff to build communications and advocacy capacity.
9. Assist country offices in the development and production of communication materials for global advocacy and fund-raising.
10. Support and, if required, participate in visits of goodwill ambassadors and national committee missions, as well as prepare information materials (e.g. press releases, programme summaries, media kits) and manage logistic arrangements for these activities.
11. Develop and maintain the work plan for regional communication activities, monitoring compliance and providing support and guidance to ensure objectives are met. This entails identification of human resource requirements (e.g. internal staff, consultants, and other external technical resources), performance planning, monitoring and appraisal.
12. Plan and monitor the use of communication budgetary resources.
Qualifications of Successful Candidate
- Advanced university degree in Communication, Journalism, Public Relation or a related field, or an undergraduate degree plus at least 12 years of demonstrated professional experience in the fields of journalism, communications, external relations, or public affairs.
- Eight years relevant, responsible professional work experience in communications, or traditional or new media or interactive digital media. Experience in developing countries and management level experience an asset.
- Fluency in English. Knowledge of another UN language an asset.
- Proficiency in advocacy,
- Experience in Digital communications,
- Proven ability in developing strategic communications plans and support; and
- Teamwork and the ability to work with a range of people working in a number of countries and in very different circumstances. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
