Background:
The Human Development Department in the World Bank's South Asia Region is responsible for the development of lending operations, supervision of the existing portfolio, analytical work, and delivery of policy advice and technical assistance to clients in the social sectors (education, health/nutrition/population, and social protection/labor). The South Asia Region encompasses eight countries (Afghanistan, Bhutan, Bangladesh, India, Maldives, Nepal, Pakistan, and Sri Lanka) and is home to a quarter of the world's population.
The Health, Nutrition, and Population Unit (SASHN) consists of about 35 professional staff, seventy percent of whom are based in the field (and eight of whom are based in the New Delhi office). The Region has a large HNP portfolio, with around 40 lending and AAA tasks, and commitments exceeding US$2.8 billion. The HNP portfolio in India comprises fifteen lending and non-lending tasks: five projects under implementation, one project under preparation, with the possibility of two additional projects this year; and several ongoing analytical pieces of work.
We work as a team of specialists bringing one another's expertise to bear on all tasks across the region, rather than as individual task teams. The HNP work of the South Asia Region is extensive, and covers a wide range of strategic areas in health, nutrition and population. We seek to increasingly specialize as staff, recognizing the specific expertise of operations staff, economists and the range of HNP specializations required to respond to demands from our clients and deliver quality work.
SASHN is seeking an Extended Term Consultant for our Delhi, India office to help design, prepare and support the implementation of Bank operations and analytical and advisory activities in health, nutrition and population. Initially the primary focus of this position will be on supporting national programs to control malnutrition and communicable diseases and improve access and quality of health care for the poor in rural and urban areas. However, the candidate will be expected to play an important role in the dialogue on reforms, risk pooling and system development in the health sector at state level, to provide technical value added to government counterparts, and to be able to manage relations with development partners and civil society.
We seek candidates who have an interest in analytic work, but who are also interested in the practical aspects of Bank lending (e.g. project preparation and implementation; client engagement, monitoring and evaluation) as a means to put analysis into practice. We expect all of our staff to do both: to use their analytical skills to build knowledge particularly in best practices, but also to recognize the importance of mastering the lending side of the equation as one of our key instruments to help clients shift policies in new directions or to pilot new options.
Note: The maximum duration of the appointment is two years (initially one year, extendable for another year depending on business needs and candidates performance).
  Duties and Accountabilities:

  • Lending Services: Participates in missions to develop, appraise, and supervise health sector lending operations with specific focus on strategies to improve health services and health systems functioning in both the government and non-government sectors. Contributes to programmatic operations that help clients to reform their health systems, expand access, partner with private sector and improve quality. These tasks require skills in technical analysis; design of project components and technical assistance activities; evaluation of studies and sector-related project documentation; interaction with clients at the policy level; supervision of consultants; management of trust funds, and leadership in support of reforming clients. It requires a commitment to high quality and development of proficiency in all aspects of loan preparation and supervision.
  • Policy and analysis: Strengthen our services to clients by helping to develop and implement sector strategies. Contribute to health policy and in technical areas by generating "think pieces" and "best practice" papers. Participate in missions to provide specialized technical inputs and guidance to counterparts. Contribute to major complex reports. Contribute to improving the monitoring and evaluation of sectoral activities. The candidate will participate in Bank teams preparing analytical documents such as poverty assessments, public expenditure reviews, examination of decentralization options, analysis for achieving the Millennium Development Goals, program evaluations, and so on.
  • Partnerships: Participate in the Bank-wide Human Development Network, collaborate with South Asia staff in other sector units, and contribute to internal training activities. Work constructively with partners, including bilateral donors, the Asian Development Bank, UN agencies, the European Union, and NGOs. 
    In performing these duties, the Health Systems Specialist will interact with counterparts in government and in a variety of international organizations as well as with Bank colleagues and managers both within and outside of the HD sector. It is expected that the candidate have technical expertise in at least two core technical areas that can contribute the general portfolio and serve as an in-house expert for other team members. The selected candidate will report to the HNP Sector Manager and will be expected to work in close collaboration with the other members of the HD Team.

  • Health, Nutrition & Population (HNP) Knowledge and experience - Possesses a comprehensive knowledge/understanding of HNP sector issues and demonstrated experience of working in one or more of these subsectors. Able to contribute to the analysis, evaluation, design, strengthening and reform of HNP systems, policies, and programs. A basic understanding of key issues in other HD sectors (i.e. Education and Social Protection), or other sectors (e.g. public sector management, agriculture, water and sanitation), would be an asset.
  • General Sectoral and Economic Knowledge and Analytical Skills - Possesses a demonstrated track record of working with sectoral and economic data and analytical tools/models to conduct policy relevant analyses and produce user-friendly written outputs; understands underlying statistical concepts.
  • Knowledge and Experience in Development Arena - Understands policy making process; distills operationally relevant recommendations/lessons for clients.
  • Policy Dialogue Skills - Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders.

    Other Selection Criteria:
     
    The successful candidate will also have the following qualifications:
  • Master's degree or higher in health care policy and management, business management or a related field and demonstrated ability to translate analytical/technical skills into innovative operational results.
  • At least five years' experience working on health issues, with experience in addressing complex issues, and in designing, organizing and helping to implement programs. We are particularly interested in recruiting specialists who have managed and operated health services.
