The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security.

The Three Millennium Development Goal Fund (3MDG) supports the provision of health services in Myanmar and will contribute towards the country's efforts toachieve the three health-related Millennium Development Goals. These goals include reducing child mortality, improving maternal health and combating HIV, tuberculosis and malaria.
3MDG places a special emphasis upon provision of maternal, newborn and child quality health services. 3MDG provides support to the Ministry of Health in order to contribute towards the development of a more effective and responsive health system. Established in 2012, the US$ 300 million, five-year Fund is supported by seven international donors.
Functional Responsibilities
Under overall supervision of the Contracts Analyst and in accordance with UNOPS policies, procedures and practices, the Contracts Assistant will assist in the overall management of 3MDG Fund agreements with Implementing Partners including adherence to the conditions outlined in the agreements. The incumbent of the post will:
  • Assist with the administration and monitoring of all aspects of project implementation including financial, budgetary and administration- e.g. reviewing financial report of IPs, processing of payment requests, archiving of contract documents and support for strengthening financial management and reporting capacity of IPs.
  • Prepare project communication, documentation, reports and contracts checking for accuracy and compliance with UNOPS rules and regulations and as per 3MDG Fund specific requirements.
  • Assist in drafting of MoAs and amendments for review by Contract Analyst.
  • Follow IPs payments schedules and prepare necessary documentation for grant release.
  • Monitor and inform supervisor of the IP project budget/cash status, and take appropriate action, inform client and actively follow up to completion.
  • Maintain hard copy and online records of all operational and financial transactions for easy reference and retrieval. Responsible for document management including file closures,archiving and monitoring due dates for project progress status reports adsubmission by UNOPS of substantive and financial/budget utilization reports to clients.
  • Monitor expenditures. Verify accuracy of IP requests for grant installment payments, completeness of documentation and availability of funds
  • Assist in closure of projects with appropriate actions (e.g. project audits, clearance of final reports, assets management) and ensure overall adherence to required procedure before the final payment is released.
  • Any other tasks assigned by Head of Unit as required.
Education/Experience/Language requirements Education
  • At a minimum secondary education is requried and can be accepted. Bachelor degree business or public administration is an asset.
Experience
  • At least 5 years of relevant experience in administration or programme support service.
  • Experience in the usage of computers and office software packages.
  • Experience in handling of web-based management systems.
  • Proven experience in the review of implementing partners is preferred
Language
  • Fluency in written and spoken English & MyanmarLanguage is required.
