Organizational Setting and Reporting
Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.
While the ECCC is established as a national Court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court's operations.
The position is located within the Office of Administration of the ECCC. The incumbent works under the overall supervision of the DDOA, ECCC/ Coordinator of UNAKRT and reports on day-to-day basis to the Senior Programme Management Officer. The incumbent works in close coordination with the Office of Programme Support Services, DESA, on all budget/finance related issues.

Responsibilities
Within delegated authority, the Chief of Budget and Finance Section is responsible for effective management of the allocated financial resources in line with UN Financial Regulations and Rules. He/she, reviews, analyses and finalizes cost estimates and budget proposals in terms of staff and non-staff requirements; provides detailed input with respect to resource requirements for budget submissions; manages and monitors budget implementation and recommends reallocation of funds as necessary; monitors expenditures to ensure that they remain within authorized levels; reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures; approves/confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments; ensures smooth operations of payroll, disbursement and cashier functions; analyses accounts, reviews/prepares regular financial reports; proposes/implements solutions with respect to problem transactions and irregularities; ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained; produces major/complex financial reports for management; plans, organizes, manages and supervise the work of the staff in the Section; performs other related duties.

Education
Advanced university degree (Master's degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
At least 7 years of progressively responsible experience in finance, administration, budget, business administration or related area.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another official UN language is an advantage.
Assessment Method
Qualified short-listed candidates may be requested, as part of the evaluation process for this position, to undergo an assessment exercise which may be followed by an invitation to a competency-based interview.
Special Notice
Appointment against this position is limited to the United Nations Assistance to the Khmer Rouge Trials (UNAKRT). Extension of appointment is subject to the extension of the mandate of UNAKRT and/or the availability of funding.
