Tasks and Responsibilities
The By-Mail Voting Assistant will work within the Department of Democratization (DD) Elections Division. Under the supervision of the International By-Mail Voting Expert, the incumbent will provide direct support to the implementation of the tasks of the Division regarding the 2013 municipal and mayoral elections, including the development and implementation of the By-Mail Operation programme. The incumbent:
  • Assists in the operational design and implementation of the By-mail voting program; assists in the management and construction of an out-of-Kosovo voters list; assists in construction and promotion of an online application to allow for voters to verify their inclusion in the programme; the establishment of help desks and other associated means by which voters may engage in the process;
  • Assists in the design and management of programme database to record and compare data (applications, rejections, locations of voters, appeals etc.), relevant to the strategic management of the process;
  • Acts as an interpreter for the International By-Mail Voting Expert; translate relevant documents necessary for the execution of activities, as required;
  • Performs any other duties as required.
Necessary Qualifications
  • Completed secondary education
  • Minimum 4 years of work experience in election administration, management and supervision, including established knowledge of specific election issues, especially of the Mission area, including one or more of the following: international and OSCE standards for democratic elections, election operations, public administration, civil and voter registration, political party training, voter education, media and elections
  • Good understanding of basic legal documents (constitutions, election laws and secondary legislation) and of various electoral and political systems
  • Experience in liaising with government agencies and NGOs
  • Ability to assist on planned activities including technical specifications and budget estimates of the relevant equipment, materials and services
  • Computer literate with practical experience in Microsoft packages
  • Excellent written and oral communication skills in English and Serbian languages
  • Ability to work with people of different nationalities as well as religious and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package
Monthly remuneration, subject to social security deductions is 946 Euro/month. Social benefits will include participation in the Vanbreda health insurance scheme.
