Organizational Setting and Reporting
This position is located within the United Nations Assistance Mission for Iraq (UNAMI). The Administrative Officer will report directly to the Chief Mission Support (CMS) of UNAMI
Responsibilities
Within delegated authority, the Administrative Officer will support and contribute to the implementation of Mission Support priorities and tasks, in particular those related to management reform objectives through policy and strategy development. The Administrative Officer will also coordinate and consult with Mission Support Service and Section Chiefs in the following areas of responsibilities.
HUMAN RESOURCES MANAGEMENT
Draft guidelines, reports and correspondence on a wide range of Human Resources issues for the CMS and ensure that all relevant UN Rules and Regulations are adhered to.
Review for consistency and accuracy in line with prevailing UN Rules and Regulations, Policies and Procedures and prior to approval by the CMS, all mission policies/administrative instructions/ broadcasts /circulars submitted by Human Resources Section pertaining to selection, recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc.
Consult with Chief Human Resources Officer to have a clear grasp and understanding of the application and impact on UNAMI operations and staff of emerging issues concerning application of UN rules and procedures, conditions of service, duties and responsibilities and privileges and entitlements under the staff rules and Regulations.
Acts as the focal point for inspira recruitment in the Office of CMS as well as act as a member of Panels such as the Special Post Allowance Panel, Performance Rebuttal Panels, etc.
BUDGET AND FINANCE
In consultation with the Chief Budget and Chief Finance Officers, initiate and conduct studies to improve budget and financial reporting systems and cost-effective utilization of programme resources.
Draft CMS guidance on budgetary and financial processes and outputs; sets effective follow up and monitoring mechanism and identifies deviations from plans and proposes corrective measures.
Establish and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and budgetary control
GENERAL ADMINISTRATION
Draft complex reports and responses to correspondence required from the Office of the CMS on administrative/policy documents.
Provide advice and assist the CMS on areas of problem solving and dealing with ad-hoc issues that arise and undertake tasks and special projects as requested by the CMS.
Undertake evaluation of support provided by the Administration to the various components of the mission.
Liaise with Local authorities, UN Missions/Offices and the UN Country Team on behalf of the CMS.
Support the CMS in the preparation and follow-up of meetings and in this regard, organize and prepare background papers, briefing notes and talking points; develop, implement and evaluate special projects in the areas of productivity strategy, streamlining of processes and dissemination of best practices in management; review relevant documents and reports, identify problems and issues to be addressed and initiate corrective actions and ensure follow up actions and timely delivery of outputs in accordance with the overall objectives and policies.
Implement and monitor support services, including procurement of supplies and services; transport, travel and traffic, communications, information technology, engineering, general services support and provision of local utilities and service requirements.
Provides expert guidance and leadership to junior staff working in the Office of the CMS.
Performs other related work as required

Education
Advanced university degree (Master's degree or equivalent) in business administration, finance, accounting or related fields. A first level university degree with a relevant combination of academic qualifications and two years of additional experience may be accepted in lieu of the advanced university degree .
Work Experience
A Minimum of seven years of progressively responsible experience in administration and human resources or financial/budget operations. Relevant professional experience in international. Governmental or non-governmental organizations. Experience in developing, analyzing and reviewing Policies, Standard Operating Procedures , audit responses, budget proposals and statistics is required. Experience in coordinating varied resources to productive deliverables.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
