The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security.

The Myanmar Operations Centre (MMOC) has been established to support, develop and oversee the UNOPS portfolio of programmes and projects in Myanmar and to ensure that synergies between programmes and projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners meeting stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government
counterparts, Donors, and UN Agencies. The MMOC portfolio currently comprises several programmes and projects, including fund management of the multi-donor Three Millennium Development Goals Fund and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar.
Functional Responsibilities
Under the direct supervision of the Financial Management Officer (FMO) and overall supervision of the Head of the Support Services, the Associate Finance Officer-Treasury shall be in charge of the MMOC Treasury Section. The Associate Finance Officer shall be responsible for performing the following duties:
  • Ensure that all payments vouchers are in compliance with UNOPS corporate policies and directives and administrative instructions and MMOC Standard Operating Procedures;
  • Efficient running of MMOC pay cycle process. All payments paid through the MMOC pay cycle should be processed as per the laid down procedures. Ensure regular clearing of the Atlas pay cycle report;
  • Operate the MMOC bank accounts. Update the signature panel list and liaise with the bank managers for any operational matters. Keep the FMO informed of any operational matters that need resolution.
  • Prepare monthly bank reconciliations and submit them to the Regional Office as per the set timelines and the MMOC Standard Operating Procedures.
  • Ensuring that all outstanding bank reconciling items are properly recorded and posted into the General Ledger;
  • Maintain a proper filing system for the Treasury section.
  • Ensure that all cheques and Bank Transfers issued are properly recorded;
  • Safe custody of MMOC cash and accountable documents;
  • Act as a custodian of MMOC petty cash funds. Process petty cash payments in accordance with established procedures;
  • Coordinate the preparation of MMOC monthly cash flow projections and liaise with UNOPS Regional Office and UNDP Myanmar Office to ensure that there is enough cash in-country to take care of UNOPS operational needs.
  • Respond to audit queries related to Treasury section;
  • Respond to vendor queries on payments;
  • Supervise a number of staff
  • Performs any other job-related duties whenever required.

Education/Experience/Language requirements
  • Bachelor's degree in accounting (or equivalent);
  • Diploma / certificate or equivalent professional qualifications; A CPA and/or LCCI will be an advantage.
  • Bachelor's degree with at least 2 years responsible job related experience, preferably in a related financial environment;
  • Thorough knowledge in finance and treasury
  • Good knowledge of international and/or UN/UNOPS financial regulations and rules and accounting practices is desirable.
  • Previous successful involvement in a similar position with the UN system would be an asset.
  • Previous working experience with PeopleSoft Financials (ATLAS) would be an asset
  • Fluency in English and Myanmar language is required.
