Purpose of the Position
Under the general guidance of the Chief of Field Operations and emergency, with support from Programme Chiefs based in Kampala, is responsible for the planning, implementation, monitoring and evaluation of the national level programme of cooperation as it pertains to the area served by the zonal office, including emergencies, that address the consequences of the ongoing conflict and insecurity. As head of the Zonal office, the incumbent directs and oversees a significant group of professional and support staff to develop and administer the on-going programme.
Key Expected Results
1. Ensure effective management of the zonal office through proper leadership, planning, control, organisation and motivation of staff in accordance with UNICEF personnel rules and regulations, financial policies and procedures.
2. Provide leadership and guidance for program planning, implementation and analysis through ongoing consultations; inter sectorial exchange with project officers and partners, in close collaboration with the Kampala Office to achieve program objectives in the designated areas.
3. Monitor and analyze the social, political and economic trends in the area as they affect women and children. Maintain an appropriate intersectorial information and communication approach to contribute to the formulation of the country programme goals and objectives, its strategies and implementation framework. Prepare annual project plans of action for the area, ensuring consistency with the national level strategies, objectives and project plans of action.
4. Undertake field visits to monitor and evaluate programmes, as well as conduct periodic programme reviews with government counterparts and other partners. Decide on required corrective action. Provide technical advice and assistance to local authorities and other partners in the planning, management, monitoring and evaluation of programmes/projects, seeking guidance from Kampala based sections on policy and operational issues. Establish the programme work plan together with an effective monitoring and evaluation plan in collaboration with the Kampala based units, monitor compliance and provide training support and guidance to the project team to ensure objectives are met. Identify human resource requirements and training needs and conduct performance planning and monitoring.
5. Represent UNICEF in meetings with local authorities as well multi-lateral, bilateral agencies and NGOs; interact, negotiate and advocate programme goals and strategies, identify strategic alliances, and influence policy development to facilitate achievement of programme objectives.
6. Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and counterpart accountability. Certify disbursements of funds, monitor and submit financial status report to Senior Project Officer Mid-North Region or Senior Programme Coordinator as required.
7. Write programme/project status reports required for management, donors, budget review, programme analysis, annual reports, etc.
Qualifications of Successful Candidate
  • Advanced university degree in social sciences or related field.
  • Eight years of relevant work experience at national and international levels in social development, management, monitoring and evaluation.
  • Familiarity and experience in coordination with other UN agencies, government and NGO partners a plus.
  • Experience in complex emergencies desirable and management of staff, logistics and financial assets a must.
  • Fluency in English and another UN language. Knowledge of local working language of the duty station an asset.
