Duties and Responsibilities
The National Project Officer will be based at the UNODC Programme Office in Iraq. S/he will work under the overall guidance and coordination of the Regional Representative and under the direct supervision of the Head of the Programme and Analysis Unit at UNODC Regional Office for the Middle East and North Africa (ROMENA), and with direct technical guidance and support from UNODC Head Quarters Drug Prevention and Health Branch, in particular, the drug treatment projects global coordinator. The NPO will be responsible for implementation and day-to-day management of the UNODC-WHO Programme on Drug Dependence Treatment and Care (GLOK32) in Iraq, in line with written guidelines and management instructions developed by UNODC on the project cycle management and project implementation.
The incumbent will perform the following tasks:
  1. Coordinate, in collaboration with other project staff and national stakeholders, the implementation of the projects' activities in the country.
  2. Implement, in consultation with HQ/PTRS/ROMENA technical staff, all project activities, including the organization and conduct of training seminars and workshops following the country's training plans including but not limited to: drug use prevention, drug dependence treatment and care, standards of quality care, programme implementation, monitoring and evaluation, etc. Oversees, guides and monitors the performance of additional project related/team member staff such as administrative assistants or volunteers implementing the project in other parts of Iraq;
  3. Liaise with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved on drug related issues including research and data collection, drug use prevention drug dependence treatment and care in Iraq;
  4. Closely collaborate with the relevant Sections and Branches at UNODC Regional Office and at Headquarters;
  5. Prepare costed annual workplans, ToRs for recruitment and contracting of consultants and subcontractors, as well as detailed plans for training courses, seminars, workshops, meetings and for provision of equipment in the country when required.
  6. Identify national implementation partners and solicit their support for implementation of project activities
  7. Monitor the implementation of grant components of the projects
  8. Ensure regular communication with national counterparts and project partners, including WHO
  9. Monitor and control the project budget for the national project segment, and prepare budget revisions as required,
  10. Validate the supply of equipment and monitor the project's expenditures, when applicable.
  11. Assist in the preparation, of documentation and analyze and collate papers and reports prepared by UNODC, consultants, or project parties, including background materials, documentation on training courses and meetings, data for evaluation, briefing notes, working papers etc., of the project activities in the country.
  12. Carry out general administrative arrangements for the project, including preparation of funding requests and briefs, project progress and implementation delivery rate reports, as well as liaise with regional, national and donor authorities, UN agencies and other international and regional organizations,
  13. Act as an additional resource person and /or moderator in workshops, seminars, training courses and meetings.
  14. Represent UNODC in the UN Theme Group on HIV, donor meetings on healthcare, national committees and forums on drug demand reduction as needed.
  15. Contribute to and participate in meetings and national events related to drug use prevention, drug dependence treatment and care as well as data collection, research and monitoring and evaluation in the area.
  16. Establish links with relevant UNAIDS and WHO projects, as well as with relevant external partners in those areas, including civil society organizations and non-UN organizations;
  17. Prepare written outputs related to UNODC Annual and Quarterly Reports and contribute with inputs to publications (INCB/World Drug Report) and other reports requested by the Head of the Programme Coordination and Analysis Unit
  18. Perform other tasks and assignments as necessary.

Required Skills and Experience
Education:
  • Advanced university degree (Master's or equivalent) in medicine, nursing or social sciences (social work, psychology, education, public health, epidemiology) or related studies in combination with qualifying experience.
Experience:
  • Minimum 7 years work experience in managing projects and programmes, preferably on healthcare and with vulnerable populations is required.
  • Professional experience preparing donor reporting and analytical reports is required
  • Work experience on drug prevention and/or drug dependence treatment is highly desirable.
  • Previous work experience with UN agencies would be an asset.
  • Experience and knowledge of the Middle Eastern context and of the Iraqi in particular would be an advantage.
Language Requirements:
  • Fluency in English and Arabic is required with excellent drafting ability in both languages.
