Background
Uganda has a vision of becoming a globally competitive and prosperous nation with quality life. To achieve this vision, the Government of Uganda aims to achieve and maintain a sustainable economic growth of 10% per annum over the next twenty years. During the same timeframe, it will aspire to build a just and cohesive society enjoying equitable social development in a clean and secure environment, and establish an issue-based, people-centred, results-oriented, and accountable democratic political system.
The Office of the Prime Minister (OPM) plays a key role in ensuring the success of public sector reforms. Specifically, it is responsible for coordinating various functions of Government that are involved in implementing national goals geared towards the attainment the national vision and improving service delivery.
The Rapid Results Approach (RRA) is a results-focused management technique, aimed at jump starting major change efforts and enhancing implementation capacity of organizations. It tackles large -scale change efforts through a series of small-scale, results-producing and momentum-building initiatives. In this way, it empowers teams to achieve results within 100 days focusing initially on a few key areas and scaling up progressively. It ensures that activities are linked to end results, and also aligned to overall national /organizational development objectives in the medium term and national /organizational vision in the long term.
By accelerating learning and discovery process, analogous to “crossing the river by feeling the stones” RRA reduces hidden risks inherent in long-term strategies while unleashing existing capacity, strengthening accountability, and empowering actors at all levels to identify quick wins and secure overall results within short time frames while addressing medium and long term issues. Through clearly defined governance structures, RRA articulates work unit teams, individual member and stakeholder/partner roles and responsibilities for the achievement of targeted results.
In this way, RRA is a critical tool for institutionalizing a results-based management culture in the organization because it provides a structured methodology for practicing all the elements of the Results Based Management cycle within a short period of time and is appropriate for institutionalizing and practising good governance at national, county and community levels.
The UN Women’s support to the OPM aims at using this approach as part of its Gender Responsive Planning and Management to ensure that both substantive and management related interventions in the RRA process are engendered.
The RRA has been applied in over twenty five World Bank operations in over twenty five countries, in Africa, Eastern and Southern Asia, Latin America, the Middle East, and Eastern and Central Europe. It has emerged as an important mechanism for multi stakeholder, cross sector coordination for achieving results while providing for greater transparency and accountability.
In Africa, RRA has been successfully used to implement public sector reforms in Kenya and Ghana. Kenya in particular in 2007 was awarded the United Nation's Public Service for Public Sector Reforms, the most prestigious International recognition for excellence in Public Service. In Sudan, the RRA greatly benefited the Multi-donor funded Education Rehabilitation Programme which was very successful.
The program will use a participatory and gender responsive approach to rally stakeholders around common priorities and short term measurable targets. It also uses implementation frameworks including monitoring, local ownership, and accountability to track progress, generate meaningful results, and gain new insights about long term strategic goals. While the RRA focuses initially on short term targets, the process reveals system bottlenecks and issues that can be addressed during review processes. This in many cases has led to Business Process Re-engineering (BPR) and policy reviews.
At the moment with UN Women support, the following has been achieved at the Office of the Prime Minister: 
  • Establishment of a shared understanding with regard to the role that RRA would play in addressing the needs and aspirations in the OPM using a gender responsive approach;
  • Identification of 10 key result areas for the implementation using RRA;
  • Establishment of a temporary RRA governance and support structure includes gender mainstreaming focal persons;
  • Orientation training for the RRA governance and support structure;
  • In this regards, the Permanent Secretary in the Office of the Prime Minister has made further appeal to UN Women for support the roll out of the RRA and oversee the implementation of the gender responsive results through this approach.
Duties and Responsibilities
In this context, UN Women seeks to hire a consultant – expert in the RRA process to build on the achievements made in the OPM and support the roll out and implementation of gender responsive Rapid Result Initiatives. The assignment is expected to take three months. This will cover most of the 100 days needed for implementation of the RRA results and map out scale up.
The UN Women Resident Representative in Uganda will coordinate and provide oversight to the RRA process and consultancy. The Regional Office will be kept informed on a regular basis.
Specific tasks and responsibility
    The consultant will be expected to carry out the following:
    • Identify and train internal RRA coaches;
    • Conduct internal progress reviews before and after the midterm review workshop;
    • Conduct the midterm review;
    • Conduct the end term review;
    • Oversee RRA Scale up in other Ministries and in Northern Uganda.
    Deliverables:
    • Internal RRA coaches identified and trained;
    • Reports on weekly progress review meetings submitted;
    • Weekly progress reviews held before and after the midterm review workshop;
    • Midterm review workshop held on day 50 and report submitted;
    • End term review workshop held on day 100 and end term report submitted;
    • Report on RRIs for scale up submitted;
    • Knowledge Product on RRA process based on experience with the government of Uganda.
    Competencies

    • Ability to think out-of-the-box;
    • Ability to present complex issues in simple and clear manner in particular to senior government officials;
    • Cultural, gender, religion and age sensitivity and adaptability;
    • Ability to work under pressure and deliver high quality results on time;
    • Initiative and independence.
    Required Skills and Experience
      Education:
      • Masters or equivalent in Business Management, International development, international relations, Gender/women’s and development or a relevant field.
      Experience:
      • At least 10 years of work experience in the field of development at international level;
      • High level of expertise in strategic management, change management, transformative leadership and particularly training and utilizing the Rapid Result Approach and tool to enhance delivery and focus on results at both individual and corporate levels;
      • Demonstrated experience and ability to develop methodologies and tools for facilitating transformative/change management processes within organizations;
      • Demonstrated experience working with various multi-stakeholders including civil society, government institutions, and international organizations; excellent communication skills to facilitate and coordinate interviews and engage groups/audience on discussions related to transformative leadership;
      • Experience in public sector reforms is an added advantage;
      • Good understanding of gender, human rights and development, especially with regards to women’s participation in transformative leadership.
      Language:
      • Fluency in English.
