Background
The Lao PDR is, per capita, the most heavily bombed nation in the world. During the Indochina conflict in the 1960s and 1970s, it was the scene of extensive ground battles and intensive aerial bombardments. Records indicate that over two million tons of bombs were used, including more than 270 million submunitions from cluster munitions, and that up to 30% of them failed to explode. Some 40 years after the war ended unexploded ordnance (UXO) still poses a threat to Lao PDR. As well as causing deaths and injuries, UXO impacts on the lives of Lao people across the country by contributing to food insecurity in limiting safe access to potentially rich agricultural land. In addition, the cost of implementing development projects is increased in UXO contaminated areas when land needs to be cleared causing delays; and in some cases, stops projects entirely.

Today, UXO constitutes a significant obstacle to the achievement of the Millennium Development Goals (MDGs), as well as national plans to lift the country out of the list of Least Developed Countries by 2020. In 2010, a new MDG9 was adopted to “reduce the impact of UXO in Laos.”

UNDP Lao PDR supports two governmental institutions in the UXO Sector, i.e. UXO Lao, the national clearance operator; and the National Regulatory Authority in Mine/UXO Sector (NRA), a coordinator and regulator of the UXO sector. The incumbent will manage project portfolios in the UXO sector and play a role of project assurance in project management.

Under the guidance and direct supervision of the Head of the UXO Unit, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.

The Programme Analyst will supervise and lead programme support staff. The Programme Analyst works in close collaboration with the Technical Advisors to the projects, both Programme and Operations staff in the CO, programme staff in other UN Agencies and UNDP HQs staff.


Duties and Responsibilities
Summary of key functions:
  • Implementation of programme strategies 
  •  Management of the UXO unit programmes
  • Creation of strategic partnerships and implementation of the resource mobilization strategy
  • Provision of top quality advisory services to the Government counterparts and UNDP Senior Management and facilitation of knowledge building and management
Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to to various programming documents (Common Country Assessment, UN Development Assistance Framework, Country Programme Document and other strategic documents).
  • Analysis and synthesis of proposals on the areas for support and interventions within the UXO practice area.
Participates in effective management of the CO programme within the UXO practice area specialization assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:
  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. 
  •  Initiation of a project, presentation of the project to Programme Advisory Committee (PAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Application of conceptual models in support of programme design
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of National Implementation (NIM) projects.
  • Preparation of inputs for reporting, including donor reporting.
Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization
  • Maintain the excellent partnership that UNDP has with the Government of Lao PDR 
  •  Maintain strong partnership with all donors to the projects and supervise information sharing and reporting requirements
  • Disseminate project results and plan/organize appropriate high profile advocacy events
Provides top quality advisory services to the Government counterparts and UNDP Senior Management and ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. 
  •  Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues. 
  •  Professional growth through active learning.
Impact of Results
The key results have an impact on the success of country programme within the UXO practice area and for the Government in reaching its MDG 9 results. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in international affairs, development studies, political or social sciences or related field.
Experience:
  • Minimum 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages and handling of web based management systems. Personnel management and supervision experience is an asset
Language Requirements:
  • Fluency in English and Lao in both writing and speaking.
