Background
The National Legal Officer will be the focal point for all legal issues pertaining to ExB SALW Project. He/she will provide analysis of legal issues within the Kyrgyz Republic pertaining to Small arms and light weapons and conventional ammunition (SALW and CA) storage and disposal and assist the Project team and International experts on the improvement of the National regulatory/normative framework for SALW and CA management and assesses the impact these may have on all aspects of the Kyrgyz Republic.
Tasks and Responsibilities
Under the supervision and guidance of the Chief Technical Advisor of the SALW Project the incumbent will work as the focal point for all legal issues pertaining to the ExB SALW Project. This will include:
  • Providing legal advice to the Project management and international legal experts that are hired to work on the project on issues pertaining to project implementation and planned activities
  • Analysing of current legal base/regulatory/normative frameworks in the Kyrgyz Republic pertains SALW and CA which may be improved according to the best practices on SALW and CA, and providing timely information, analysis and advice to the Project's management on these
  • Assisting international experts in drafting documents prepared in the frame of Project, provide translation of all necessary legislation acts/laws of the Kyrgyz Republic concerning SALW and CA, interact with competent national and international institutions and agencies, organization of meetings, if necessary, provide translation from Russian into English and vice versa
  • Providing written commentary on draft regulatory/normative frameworks submitted to Project management by international experts for review to Project management.
  • Reviewing the draft project documents for compliance with national and international legal provisions, including related consultancy contracts, implementing partner agreements and draft memoranda of understandings
  • Regularly briefing the ExB Project staff on new legislation or OSCE legal provisions which may impact on their work
  • Registering and maintaining well-managed and updated records of all legal documents within the Project
  • Perform any other duties as required
Necessary Qualifications
  • University degree in Law, Member of the Bar
  • Minimum 6 years experience in the practice of law in the Kyrgyz Republic; experience working in the capacity of a judge, prosecutor or military lawyer is preferred
  • Knowledge of international legal procedures and standards; knowledge of international SALW and CA legislative best practices is preferred
  • Thorough knowledge of SALW and CA, criminal and administrative laws of the Kyrgyz Republic
  • Proven ability to analyse the Kyrgyz legal framework and ability to factor in legal and political risks when producing such reports and recommendations on the legislative process
  • Demonstrated ability to work autonomously as well as within a team setting
  • Experience interacting in a multi-lingual and multi-cultural work environment
  • Proven ability to interact with high ranking government officials
  • Computer literacy with practical experience in Microsoft Office applications
  • Excellent written and oral communication skills in English and Russian
  • Professional knowledge of written and spoken Kyrgyz language highly desirable
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Ability to handle information received as part of his/her professional duties with the utmost of discretion and confidentiality.
Remuneration Package
Monthly remuneration, subject to social security deductions is 958.17 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
