Background
Project Title/Department: Sustaining Livelihoods Affected by the Aral Sea Disaster Work status (full time / part time): Full time Reports to: Area ManagerPlace of work: Nukus, Republic of Karakalpakstan The Government of the Republic of Uzbekistan jointly with five UN Agencies including UNDP, UNESCO, UNFPA, WHO and UNV agreed to implement a Joint Programme on 'Sustaining Livelihoods Affected by the Aral Sea Disaster' approved for financing by the United Nations Trust Fund for Human Security. The programme's goal is in line with the government's policy that highlights addressing the impact of the Aral Sea environmental disaster as a priority issue. It will also serve as a mean for broader advocacy around the issue of human security through capacity-building of local authorities and raising awareness on the issues of sustainable development. The programme will target poor rural communities in Karakalpakstan that are faced with unfavorable living circumstances. This joint initiative is aimed at improving economic, food, health and environmental security for the population of Karakalpakstan affected by the Aral Sea environmental disaster. The programme has three objectives and incorporates both 'Top-Down Protection' and 'Bottom-Up Empowerment' components. The specific objectives are as follows:
  • Income generation opportunities and economic security for vulnerable groups increased;
  • Capacity of primary health care workers to address the health consequences of the environmental disaster and economic insecurity enhanced with a specific focus on addressing the needs of women and young people;
  • Capacity of regional and district authorities enhanced to develop and implement economic, environmental security and social policies aimed at welfare improvement of vulnerable groups.
Duties and Responsibilities
Under the direct supervision of the Area Manager, a Team Leader will be responsible for the implementation of the first objective/component of the programme aimed at increasing income generation opportunities and economic security for vulnerable groups in three target districts. Duties and responsibilities: Component management
  • Formulate, develop, and take responsibility for the component's activities , promoting sustainable livelihoods and poverty reduction;
  • Be responsible for the satisfactory achievement and implementation of the Programme component activities related to economic security and income generation;
  • Work with communities on implementation of improved agriculture and livestock production practices, income generation opportunities and economic security for vulnerable groups;
  • Plan and implement the activities in accordance with the overall work plan using both human and financial resources available in the most effective and efficient way;
  • Conduct component progress reviews to recommend adjustments and appropriations;
  • Identify, record and inform Area Manager on potential risks, issues and challenges, and propose effective solutions;
  • Streamline the most effective mechanisms for the programme facilitation and implementation, elaborate and propose new schemes and effective ways to achieve target indicators;
  • Facilitate the process of technical and expert assistance to programme stakeholders, lead the work of consultants involved in the implementation of the given Programme component;
  • Facilitate dialogue between local government, NGOs and other stakeholders to share learning and common issues and identify potential advocacy strategies to increase Programme impact;
  • Participate in elaboration and execution of the Programme's work plans, analyze emerging problems and propose adequate measures to ensure timely fulfilment of envisioned tasks;
  • Coordinate capacity needs assessment and building activities in various areas as planned for various target groups including vulnerable groups of population;
  • Facilitate the coordination, partnership and joint implementation, and capacity building between government agencies, NGOs and community organizations;
  • Assist the Area Manager in preparing progress reports, distill lessons learned, monitoring and provide relevant recommendations;
  • Assist the Area Manager in identifying partnership strategies with other stakeholders, including development of concepts/proposals to explore co-funding opportunities for joint initiatives;
  • Contribute to maintaining multi-stakeholder dialogue platform with the aim to create and enable productive environment and improve basis for programme implementation;
  • Ensure coordination, exchange of lessons amongst implementing UN agencies and the programme national partners;
  • Facilitate knowledge and best practice sharing between projects, UN agencies, national implementing partner, government, communities to deeper integrate the work and idea of the project;
  • Participate in relevant networks and meetings of practitioners;
  • Serve as a resource person on economic and human security issues for the project and key stakeholders and beneficiaries;
  • Facilitate in planning and development of analytical reports, information brochures and other deliverables aimed at enhancing public awareness of the programme activities and results;
  • Contribute to programmes' advocacy campaigns and facilitate the process of increasing visibility of the programmes activities and results;
  • Contribute to the promotion of gender approach in the programme activities (gender mainstreaming);
  • Perform other duties and responsibilities as required.

Required Skills and Experience
Education: University degree in economics, business administration and socio-economic development. Experience: Proven track of at least 3 years of work experience in the related area; experience with UN and/or other international development organizations is an advantage. Language Requirements: Fluency in English and Russian, good knowledge of Uzbek/Karakalpak. Strong analytical and organizational skills, ability to work in a team. Others: Knowledge and experience with development situation in Karakalpakstan. Initiative, analytical skills, good ability in partnering and networking. Excellent interpersonal and cross cultural communication skills. Ability to use information technologies as a tool and resource.
