Background
The Panel for National Harmony is an independent group of concerned and distinguished Maldivian citizens which seeks to promote and support reconciliation, unity and harmony in the country. The Integrated Governance Programme of UNDP is supporting the immediate needs of the Panel under the Result Area 3: Social Cohesion.
The Panel, which was officially launched during a 26 May press conference in Male', has committed itself to act independently of any institution or organisation, on the basis of non-partisanship and inclusion, respecting the Constitution and basic principles of public participation. It seeks to engage all stakeholders in Maldives from State institutions, civil society, government, political parties, and the general public in a dialogue about national harmony, development and democracy.
UNDP is supporting the initial activities of the Panel and currently the Panel seeks to enhance its visibility and communication with key stakeholders and the broader public around issues affecting national harmony. To this end, UNDP will provide support for administration and logistics through a Coordinator who will organise the outreach and communication of the Panel with key stakeholders, assist in expanding the network of Panel contacts and partners, organise meetings and events, and contribute to research and analysis of issues of concern to the Panel.
Duties and Responsibilities
The Consultant will be required to do the following:
Research
- Monitoring of current events and relevant issues
- Providing input on issues of national interest to be considered by the Panel
- Support in preparation of notes, reports, training materials and presentations for the events and capacity building activities
Coordination
- Day-to-day support to Panel operations, including office support, logistics and other arrangements for events, trainings, meetings, Panel engagements, communications and documentation.
- Coordination of messaging and activities with the Panel Communication Specialist, and maintaining the Panel's Facebook and twitter accounts
- Preparation and dissemination of documentation, reports, notes etc.
- Performance of other duties as required in support of IGP and Panel
Expected Outputs/Deliverables
- Admin and logistical support provided to the events and activities conducted by the Panel
- Weekly meetings of the Panel convened and meeting minutes prepared
- Summaries and outcomes of meetings, events and forums documented and if required shared with relevant partners
- Regular communications maintained with stakeholders and regular updates on the Panel social media accounts
Institutional arrangement
The Coordinator will work under the overall guidance of the Panel for National Harmony and will report to the UN Peace and Development Adviser, and will be supported by the Integrated Governance Programme of UNDP.
Duration of the work
The duration of this assignment will be 11 months from late November 2013.
Duty station
Male', Maldives, with some duty related travel expected within Maldives.
Financial proposal and schedule of payment
The applicant should quote a lump sum fee or a daily fee, which will be paid in monthly installments after satisfactory delivery of the assigned tasks, as certified by the Supervisor: Peace and Development Advisor, UNDP.

Required Skills and Experience
Education
- University degree with previous experience in coordination, secretarial and administrative skills
Experience
- Proven coordination and networking skills
- Good working knowledge of information technology
- Experience in project management including financial management desirable
- Experience in working with a UN agency and/or in the area of international development would be an advantage
- Experience working in a team atmosphere desirable
Language Requirements
- Strong verbal and written communication skills in English and Dhivehi
