OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Assistant Director General for Culture and the direct supervision of the Director of Iraq Office, the incumbent will be responsible for the overall planning, coordination, and implementation of a number of operational projects, funded from extra-budgetary sources, focusing on the management and conservation of cultural heritage of monuments and sites in Iraq within the framework of UNESCO's culture programme in the country. In particular, the incumbent shall assume the following tasks:
  1. Provide overall technical guidance and be responsible for the planning and management of a number of projects aimed at the conservation and management of cultural heritage monuments and sites in Iraq, including the development of project documents, establishment of project work plans, monitoring of activities to make sure objectives are attained.
  2. Supervise relevant national project staff and consultants by providing leadership, guidance and direction, individually and in groups, through periodic meetings and other relevant measures. Ensure exchanges of information, experience, identify new strategies of action to improve delivery of services and to achieve project delivery.
  3. Keep detailed records of all work progress, producing regular periodic progress reports, making presentations on programme developments to partners and national counterparts involved in the projects.
  4. Conduct field assessment visits for evaluating projects effectiveness, identifying problems and instituting timely
  5. Maintain direct contact and coordination with all partners involved in the projects within the UN, Government institutions, Governorates, Civil Society, and Private Sector.
  6. Advice the Iraqi authorities on technical matters pertaining to the conservation and management of cultural heritage sites and monuments.
  7. Liaise with donors for project monitoring and reporting, as well as for further funds mobilization in support of the conservation and management of tangible cultural heritage in Iraq
  8. Any other tasks requested by the supervisor
REQUIRED QUALIFICATIONS
EDUCATION
  • University degree preferably at Masters level or equivalent in the field of archaeology, architecture or engineering or any related field.
WORK EXPERIENCE
  • 7 to 10 years of experience in the management and conservation of cultural heritage, of which preferably at least 3 years acquired at the international level. .
SKILLS/COMPETENCIES
  • Supervisory and managerial skills, capable of leading a team of professionals.
  • Capable of making technically sound decisions on all aspects of project implementation.
  • Fundraising skills
  • Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the Organization. LANGUAGES
  • Excellent knowledge of English and working knowledge of French. EDUCATION
  • Specialization in cultural heritage management and conservation.
DESIRABLE QUALIFICATIONS
WORK EXPERIENCE
  • Experience in a conflict/post-conflict setting, as well as in the Arab region would be an asset.
SKILLS/COMPETENCIES
  • Good political judgment with the ability to negotiate at the decision-making level.
  • Knowledge of programming policies and procedures in international development cooperation, in particular in the UN.
  • Office management skills and knowledge of accountancy principles to maintain financial records.
  • Current knowledge of development issues and policies, as related to culture.
  • Advanced IT skills LANGUAGES
  • Knowledge of another official language (Arabic) of the Organization would be an asset.

UNESCO's salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
