THE CONSULTANCY
Under the direct supervision of the Program Finance Officer at IDLO Headquarters, the Finance Assistant will work in close coordination with the Associate Finance Officer and the field staff in Afghanistan as well as with the Program Finance Unit at Headquarters. The incumbent will assist with all program finance-related matters two programs based in Kabul Afghanistan.
The main duties and responsibilities will include:
  • Assist the Headquarters Program Finance team with the monitoring of the program budgets and supporting of the local finance team on financial transactions and other issues related to financial matters;
  • Support the finance activities of the field, as requested by the supervisor;
  • Assist with the preparation of all finance documents and reports to be submitted to the donors;
  • Assist with the preparation of all financial information, reports and documentation from Afghanistan to ensure the timely submission to the donors;
  • In collaboration with the Associate Finance Officer, review financial data and supporting documentation submitted by the field office on a weekly and monthly basis;
  • Upload and maintain financial data in the accounting system;
  • Prepare monthly bank and accounts reconciliation for the designated programs;
  • Support the Associate Finance Officer with the preparation of program monthly budget update reports;
  • Assist the supervisor in reviewing forecasts submitted from the field offices and assist drafting forecasts with field offices when required;
  • Maintain the filing system by ensuring the safekeeping of all financial and administrative supporting document, including but not limited to invoices, purchase requisitions, and contracts;
  • Assist with the financial audit at the end of the programs;
  • As required, support the procurement needs of the program by liaising with the procurement officer on administrative or procurements matters related to the project and seeking clearance or guidance as applicable;
  • and Actively identify both internal and external clients to whom services are provided and seek to understand and address clients' needs with effective and appropriate solutions; define issues and develop work plans that reflect an understanding of clients' expectations.
This position may require travel to Afghanistan, as requested by the supervisor and as needed by the program. This is a consultancy position for an initial period of 6 months, renewable.
IDEAL CANDIDATE PROFILE
Academic qualifications
  • Undergraduate degree in finance, business or similar subject, preferably with accounting qualifications.
  • 1-2 years of professional experience in Finance and/or accounting preferably with an international organization working for project donors.
  • Fluency in English is required. Excellent written and verbal communication skills;
  • Very good knowledge of Excel.
  • Proficient use of other ICT software and internet software;
  • Excellent interpersonal skills and the ability to work constructively with several internal service departments;
  • Proven ability to develop and foster productive working relationships across a globally based organization;
  • Proven ability to see through tasks set and deliver results;
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
  • and Keen sense of ethics, integrity, credibility, and commitment to IDLO's mandate.
