Introduction:
IOM's increasing visibility in the field of emergency and post-crisis assistance has resulted in the need to develop a clear policy framework for all programmes that fall under the Department of Operations and Emergencies (DOE).In order to ensure that IOM offices worldwide can apply a coherent approach to principled humanitarian action, and to better mainstream protection into IOM's activities, the Policy Officer (Humanitarian and Protection Mainstreaming) will be responsible for all aspects of the policy development process under the supervision of the Senior Humanitarian Policy Officer. This includes ensuring that the DOE policy framework is consistent with institutional policies, and benefits from consultation and coordination with relevant departments and mission staff. Overall, the Policy Officer will be responsible for conceptualizing, writing and reviewing IOM's humanitarian and protection mainstreaming policies, and ensuring that these policies - and the procedures for following policies - are put into practice in IOM offices worldwide.
Context:
Under the direct supervision of Senior Humanitarian Policy Officer, under the direction of the Director of the Department of Operations and Emergencies, and in regular consultation with DOE Heads of Division and other relevant DOE and IOM Headquarters (HQ) staff, the Policy Officer will:
Core Functions / Responsibilities:
  1. Undertake a comprehensive desk review of existing policies, strategies, and other relevant academic and institutional documents (IOM/UN/ICRC/NGO/etc.) on the application of humanitarian principles, humanitarian codes of conduct, the preservation of humanitarian space, and the challenges to humanitarian engagement as well as on the integration of protection concepts principles in crisis and post-crisis programmes, standards and indicators of protection mainstreaming, and other key aspects related to the application of a rights-based approach.
  2. Draft, share for consultation, and engage in a process of approval for a structure for IOM's Humanitarian Policy and for IOM's internal Protection Mainstreaming Policy. Establish a mechanism of coordination within DOE, and with relevant internal stakeholders outside of DOE, for regular consultation on the process of policy development and the provision of input by IOM staff.
  3. Establish/regularly operate through a coordination mechanism that ensures coherence between the IOM institutional policy on protection (to be updated as a result of the 2013 Policy Formulation and Coordinating Committee (PFCC) discussions) and the DOE internal Protection Mainstreaming Policy for crisis and post-crisis activities.
  4. Establish an online resource group to source key issues/guidance requests/experiences from missions that should be incorporated into the various branches of the IOM policy framework (humanitarian, protection, and durable solutions).
  5. Draft the IOM Humanitarian Policy (max 40-50 pages) to clearly articulate the roles, objectives and priorities of IOM in the international humanitarian system and the policies, codes of conduct and methodologies IOM staff can use for carrying out principled humanitarian action.
  6. Draft the IOM Protection Mainstreaming Policy (max 15-20 pages) to clearly articulate the standards/concepts/principles IOM applies in mainstreaming protection into its crisis and post-crisis activities, and descriptions of best practices and lessons learned in protection mainstreaming or stand-alone protection activities.
  7. Ensure timely provision of documents and feedback by the IOM Humanitarian Board in order to meet the envisioned timeframe for the development of the IOM Humanitarian Policy.
  8. Ensure that all IOM missions, emergency and post-crisis staff, and relevant IOM stakeholders (e.g. humanitarian partners) are aware and have access to the approved IOM Humanitarian Policy and the IOM Protection Mainstreaming Policy.
  9. Lead the process of integration of IOM's Humanitarian Policy and Protection Mainstreaming into IOM's information management systems including for monitoring IOM's compliance with the IOM Humanitarian Policy.
  10. Establish a system to monitor and document efforts by Missions to apply the IOM Protection Mainstreaming Policy into the development of projects and the implementation of activities (including success stories, challenges, etc.).
  11. Develop training modules on the IOM Humanitarian Policy and the IOM Protection Mainstreaming Policy.
  12. Test and revise training materials in 2 pilot trainings in the field (IOM Regional Offices), including organizing all aspects of the training (selection of participants, logistics/administration, and preparation of training materials).
  13. Perform such other duties as may be assigned.

Technical

Required Qualifications and Experience
  • completed advanced university degree from an accredited academic institution, preferably in Political Science and/or International Relations or related area;
  • five years of relevant professional experience (or seven years for candidates with first level university degree) in an international organization in research and project development, implementation and evaluation;
  • thorough knowledge of quantitative and qualitative research methods and familiarity with migration matters;
  • excellent knowledge of environmental degradation and climate change specific research;
  • excellent drafting skills, experience in writing papers, briefings, articles and with own work published desirable;
  • proven expertise in project development with a research component, fund raising, collaboration with other international organizations and network/partnership building;
  • training and experience in conducting research studies preferred and capacity to present research results in international events;
  • good level of computer literacy.
Languages Fluency in English is required. Working knowledge of French and Spanish an advantage.
