Background Information - MAC
Mine Action Cluster Based in New York, the UNOPS Mine Action Cluster provides a range of mine action services in emergency and post-conflict settings, on behalf of the United Nations, governments and other partners. Established in 1997 and part of the UNOPS Global Partner Services Office, the Mine Action Cluster has helped partners significantly improve the lives of people in more than 30 countries around the world. It delivers fast and efficient procurement, recruitment and management services to facilitate humanitarian aid and launch emergency mine clearance. The cluster is also responsible for the administrative oversight of its field offices, in line with partner requirements and UNOPS rules and regulations.
Overthe last 72 years, since the start of WWII a multitude of Explosive Remnant of War (ERW) issues have plagued Libya, with the 2011 conflict acting as the latest layer. The uprising added a whole host of new issues including Unexploded Ordnance contamination (UXO), Abandoned Ordnance (AO), a total of 440 NATO reported strikes on Ammunition Stockpile Areas (ASA's) and a further 3,448 NATO strikes on a variety of strategic targets. Added to this a proliferation of man-portable surface to air missiles (MANPADs) as well as small arms and light weapons amongst the civilian population, renewed use of landmines and cluster munitions in some areas; creating a deadly topography of weapons, ammunition and ERW contamination spread throughout the country. On arrival to Libya in April 2011, the United Nations Mine Action Service (UNMAS) and international NGOs partnered to form the Joint Mine Action CoordinationTeam (JMACT), in order to present a coordinated humanitarian mine action response to the Explosive Remnants of War (ERW) threat in Libya during the emergency phase. The role of UNMAS has since expanded to include ammunition andweapons management following the establishment of the United Nations Support Mission in Libya (UNSMIL) and the inclusion of arms proliferation within the mission's security sector mandate.
Functional Responsibilities
Under the guidance and direct supervision of the UNOPS Libyan Programme Manager/Head of the UNSMIL Arms and Ammunition Advisory Section, the Interpreter/Translator/Liaison Military&Police Officer Assistant supports the UNOPS Libyan programme by providing communications support to daily programmatic activitis.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
General Areas of Responsibilities of Interpreting and Translation
- Interpreting: provide high quality consecutive and simultaneous interpretation into Arabic from English and/or from Arabic into English, during meetings with Libyan counterparts, press conferences, UNOPS events and workshops.
- Translation: provides timely translations from Arabic to English and vice versa, in line with United Nations standards and of various types of documents covering a broad range of subject matters dealt with by UNOPS. These documents include: papers produced by UNOPS such as legal and political opinions, activity related documents, official correspondence, draft laws and legislations, and op-eds, press statements, political analyses articles, Programme Manager statements and speeches related to Libya, and AAAS reports

- Communication: Contribute towards the implementation of a communications strategy to promote the relevant business unit, region or project as needed by UNOPS or our partners. Ensure consistent branding and visual image of communications products by promoting uniform fonts, formatting, icons, images and layout. Assist in the planning and implementation of special events. Provide quality control on major documents with respect to use of language and design.
Liaison: Build and/or consolidate relationships with key stakeholders needed to disseminate information.

Education/Experience/Language requirements
Education
- Secondary Education or High School Diploma is required.
- University degree in Arabic/English translation and/or equivalent qualifications and related experience is an asset.
Work Experience Previous experience in the field of liaison/communications/translation/interpretation, from Arabic to English and English to Arabic.
- Minimum of Five (4) years in related experience in liaison/communications/translation/interpretation
- Ability to work in a multi-national / cultural environment
- Ability to work in a gender-equal and multi-cultural environment
- Flexibility to work overtime hours
- Experience promoting a transparency agenda
- Experience working on communications projects for both an internal and an external audience

Language
