IDLO IN AFGHANISTAN
IDLO has 30 years' experience of transferring knowledge and building good governance in developing countries, countries in transition and those recovering from armed conflict. Since 2001, IDLO has been working as a lead partner of the Afghan Government in justice and legal reform. Some specific achievements include:
- The establishment of eight specialized units which are dedicated to prosecute violence against women, within the Attorney General's Office;
- Support to Legal Aid Services of Afghanistan, providing quality legal aid services to poor and disadvantaged groups, especially women and children, in 26 provinces of the country; and
- Capacity building of over 3,000 legal professionals, including judges, prosecutors, defense lawyers, members of parliament, civil servants and academics.
As a result of IDLO's assistance, people across Afghanistan have gained access to legal representation, enhanced knowledge and fairer trials.
THE CONSULTANCY
IDLO seeks candidates for the position of Senior Rule of Law Consultant based in Kabul for the U.S. funded, multi-million dollar program supporting the National Justice Sector Strategy (NJSS program). The position, subject to funding approval, is full time with a duration ranging from 3 to 6 months.
This consultant will be responsible for the assessment of legal aid component of the NJSS program.
Main duties and responsibilities will include:
- Assessment of the organizational strengths and weaknesses of the current legal aid component, infrastructure, process, policies and procedures;
- Assessment of the current NJSS legal aid component with the goal of sustainable future planning;
- Consult with program partners in the design of an achievable transition/change management plan;
- Team management; reporting and liaison with national and international partners as directed by the Chief of Party;
- Secure legal advice on legal aid service delivery in Afghanistan, and how IDLO can best utilize available mechanisms; and
- Assessment and mapping of international relations considerations that might impact strategic relationships and public affairs management through the transition. IDEAL CANDIDATE PROFILEIDLO seeks a Senior Rule of Law Consultant at a senior level with extensive experience developing and managing capacity building rule of law programs, including in Afghanistan. The candidate will also have a genuine interest and passion for the organization's mission to ensure the successful implementation of a justice sector reform project aimed at handing capacity to Afghan institutions.The Consultant will have a proven track records in this area. She/he will need to bring enthusiasm, a dependable attitude, the ability to mentor staff when required, and have the flexibility to participate in a wide variety of tasks. Sensitivity to political, cultural and religious issues surrounding Afghanistan is essential to the success of this position.The Consultant will have the knowledge and strong interpersonal skills to interact effectively with a multi–cultural team and foster relationships based on mutual respect and trust.MINIMUM QUALIFICATIONS AND EXPERIENCEThe Senior Rule of Law Consultant will possess a business, legal or related degree, preferably at an advanced level, and have a minimum of 7 years management or development experience. Prior experience in development organizations and experience in capacity building in the rule of law sector in Afghanistan is a significant advantage.Experience in Afghanistan is a significant advantage, and experience of working in a post-conflict country is required. The candidate must have the emotional strength and be willing and able to work in a difficult environment.
Fluency in spoken and written English is required. Knowledge of Dari/Pashtu would be a significant advantage.
TERMS AND CONDITIONS
IDLO offers international consultants based in Afghanistan a competitive remuneration and benefits package in terms of salary, medical and accident insurance, post-conflict insurance, annual leave, sick leave, as well as rest and recovery leave (R&R).
The Project runs a five-day working week from Sunday to Thursday. Accommodation, cleaning, laundry and meals are provided in a pleasant, secure guesthouse. Rigorous security is in place at all times. This is a non-family duty station.
