Organizational Setting and Reporting
This position is with the political affairs team of the Office of the Special Envoy for the Sahel (OSES). The post is currently located in Rome although it is expected that the incumbent/team will relocate to Dakar, Senegal, as of 1 January 2014. The incumbent will report to the Head of Office and coordinate closely with the United Nations Office for West Africa (UNOWA).
Responsibilities
Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:
Political Analysis and Advice
  • Monitor and analyse the implementation of the UN Integrated Strategy for the Sahel; Assess implications and risks and make recommendations to senior management on appropriate measures to advance objectives. Reporting and Information Management
  • Prepare summary and analytical reports including, but not limited to, situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies on the implementation of the Sahel strategy. Planning, Coordination and Facilitation
  • Develop and maintain collaborative relationships with UN Common System colleagues and counterparts in the region and at Headquarters, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and regional partners on information-sharing, policy and coordination matters.
  • Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of the implementation of the Sahel strategy.
  • Support preparations for official meetings, events and visits, including through the provision of Secretariat services and by drafting talking points and speeches for senior UN officials on the implementation of the Sahel strategy; Participate in missions aimed at monitoring the implementation of the Sahel strategy; Prepare written summaries of meetings/visits and assist with follow-up activities on the implementation of the Sahel strategy as appropriate. Management/Administration
  • Contribute to the formulation and implementation of the programme of work of OSES Strategy Formulation and Implementation Team.
  • Support planning and budgetary processes for current and future field operations, as they pertain to the implementation of the Sahel Strategy.
  • Supervise, mentor, and evaluate staff; assist with the selection of new staff.
  • Perform other relevant duties as required.

Education
  • Advanced university degree (Master's degree or equivalent) in political science, international relations, social sciences, law, public administration, or a related field.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
  • A minimum of ten years of progressively responsible experience in political affairs, diplomacy, conflict resolution, strategic planning or related field.
  • Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.
  • Experience on planning, monitoring and evaluating regional initiatives / strategies is required.
  • Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN regional commissions, agencies, funds, and programmes) - or similar international organization or non-governmental organization is required.
  • Experience working on or in the Sahel region is desirable.
Languages
English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in French is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
