Context:
Under the direct supervision of the Chief of Mission (CoM), and in close coordination with the other Units in the Yemen Mission, including Migration Health, Migration Management Operations units, the Regional Office, and the Department of Operations and Emergencies in Geneva, the successful candidate will be responsible for the coordination of IOM's ongoing emergency, relief transition and recovery initiatives and for the identification and development of follow up and new initiatives addressing humanitarian crises and relief needs arising out of the ongoing instability, internal displacement and environmental degradation affecting much of the country.
Core Functions / Responsibilities:
- Implement an integrated, professional and effective Emergency, Transition and Recovery Unit approach to ongoing crises and new interventions, programming opportunities challenges and project implementation.
- Provide strategic direction and technical guidance to the Unit staff members and ensure the Units relevant, timely and effective implementation obligations; coordinate the identification of additional programming opportunities, and pursue the necessary IOM profile and visibility.
- Oversee IOM's Internally Displaced Person (IDP) related relief activities and operations, focusing on IOM's roles in the Shelter, Camp Coordination and Camp Management (CCCM,) Water Sanitation and Hygiene (WASH), Health, Non-Food Item (NFI), Food, Nutrition, Protection and Logistics clusters. Ensure as part of emergency activities, the ongoing monitoring and assessment of displaced communities, in close coordination with other cluster members and the Government of Yemen (GoY). Ensure appropriate as well as timely distribution of relief items to affected populations, with particular emphasis on needs assessment and distribution planning of relief assistance to displaced and affected communities. Ensure coherence and complementarity of IOM interventions in support of the IDP response and recovery efforts with other initiatives.
- Identify relevant programming opportunities, and coordinate and develop project proposals and corresponding financial requirements, within the various resource mobilization fora and mechanisms, including the Consolidated Humanitarian Appeals, the Peace Building Fund; the (Central) Emergency Response Funds (CERF and ERF), and specific humanitarian donors – European Community Humanitarian Office (ECHO), Department for International development (DFID etc. Coordinate and oversee timely project implementation, through adequate resources and tasks identification and allocation; pursue regular financial, procurement and output monitoring; ensure relevant financial and narrative reporting obligations and accountability are fulfilled according to IOM and donor standards and timetables. Pursue the negotiation, preparation and development of Project Implementation Agreements with potential project partners, implementing partners and relevant government entities.
- Ensure and coordinate the collation of relevant and to the extent possible accurate and comprehensive statistical data for project identification, implementation monitoring and report briefing purposes. Maintain data collection and analysis mechanisms, including distribution tracking systems, and share relevant information with partners within the humanitarian community including complete lists of beneficiaries.
- Support the CoM in liaising with local authorities, United Nations (UN) and nongovernmental organizations (NGO) counterparts in field locations where IOM IDP- and emergency and recovery activities are undertaken, and Sana'a, as relevant. Participate on behalf of the Mission to various fora, including Inter-Agency Standing Committee (IASC) country level coordination meetings (Clusters), Inter Cluster Coordination Meetings (ICCM) and inter-agency gatherings convened to discuss coordinated responses to the conflict, disasters, and displacement in Yemen.
- Participate in inter-agency working groups and sectors towards the elaboration of contingency plans and disaster reduction strategies. Prepare and participate in donor briefings on IOM's emergency interventions, achievements and plans.
- Ensure the preparation and timely submission of accurate donor reports according to obligations and Organizational standards. Report regularly on the progress of the operation, keeping the Chief of Mission advised of problems and suggesting improvements to the operation as needed.
- Undertake duty travel and field evaluation and needs assessment visits to accessible parts of the country.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution preferably in Political or Social Sciences, Development Studies, International Relations or a related field;
- five years of professional experience (or seven years for candidates holding a first level university degree) in a humanitarian/development organization or project implantation;
- proven expertise in the area of emergency, transition and recovery, migration management, including regional consultative processes, migration data and policy development, immigration and border management and counter trafficking;
- experience in liaising with regional bodies, governmental authorities, other international/national institutions;
- working experience in direct assistance, project development and implementation, writing and editing technical documents;
- experience in working on Yemen/Horn of Africa region an advantage;
- understanding of migration issues in Yemen/the Horn of Africa region;
- proficient in Microsoft Office and knowledge of advanced publishing programmes;
- willing to travel domestically, regionally.
Languages Fluency in English is required. Knowledge of Arabic an advantage.
