Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This position is located in the UNEP DTIE OzonAction programme Regional Office for Asia and the Pacific of the United Nations Environment Programme (UNEP/DTIE/OzonAction/ROAP). Under the joint supervision of the Regional Network Coordinators of the South East Asia and the Pacific Islands, the incumbent will carry out the following duties:
Responsibilities
- Participates in the development, implementation, and evaluation of assigned programmes/projects of the Compliance Assistance Programme (CAP) of UNEP DTIE OzonAction Branch, Regional Office for Asia and the Pacific (ROAP);
- monitors and analyzes programme/project development and implementation; prepare and review relevant documents and reports; liaises with relevant parties; identifies and tracks follow up actions;
- Provides support to Network countries in meeting Montreal Protocol compliance requirements through planning and facilitating network meetings and workshops;
- Researches, analyzes and presents information gathered from diverse sources;
- Assists in policy development to assist network countries meet their hydrochlorofluorocarbons (HCFC) phase-out obligations following the agreed timetable, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies; Undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions to improve delivery of CAP services to the countries;
- Prepares various written outputs as draft background papers, analysis, sections of reports and studies and inputs to publications that will be useful for the network countries
- Provides substantive support to consultative and other meetings, conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations;
- Undertakes outreach activities; conducts training workshops and seminars;
- makes presentations on assigned topics/activities as representative of CAP, UNEP ROAP;
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports and financial statements) and prepares related documents/reports (pledging, work programme and programme budget);
- Performs other duties as required.

- Ability to analyze national situations and to provide guidance to developing countries on compliance management under a Multilateral Environment Agreement such as that of the Montreal Protocol;

Education
- Advanced university degree (Master's degree or equivalent) in environmental science/management, engineering, public policy, development studies, international relations or a related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of 5 years of progressively responsible experience in project or programme implementation, of which a minimum of two years should be related to ozone depleting substances or to national compliance regimes.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For the post advertised, fluency in oral and written English is required.
- Working knowledge of another UN language is an asset.
Assessment Method
- Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
