Context:
Under the overall supervision of the Chief of Mission (CoM) for the Federated States ofMicronesia (FSM) and the Republic of Marshall Islands (RMI), the Programme Manager/Chief of Party will be accountable and responsible for overall programme management andtechnical directions for achieving programme results.
Core Functions / Responsibilities:
1. Assist in managing the financial, administrative aspects of the programme and ensurethat IOM standards and operating modalities are met.
2. Supervise and coordinate the implementation of the disaster risk management project inensuring that programming activities and objectives for all phases of a disaster(preparedness/mitigation, emergency response and recovery/reconstruction) areachieved.
3. Maintain strong partnership and liaison with partners and stakeholders, including USAID,host governments, humanitarian organizations, and foreign and local disaster experts.
4. Develop project benchmarks, monitoring and evaluation plans to ensure targets aremet. Produce reliable and timely reports and progress.
5. Establish internal controls and ensure contract compliance, transparency andaccountability in operations and grants and finance administration, according to USAIDand IOM rules and regulations.
6. In collaboration with the CoM and Resource Management Unit (RMU), participate in therecruitment of support staff, short-term consultants as required. Ensure coordinationwith USAID, and ensure that the project team is trained and aware of their roles and responsibilities.
7. Design, organize and implement simulations, exercises and trainings for local/nationalauthorities, emergency responders, as well as communities.
8. Participate in the development of planning tools and instruments, including contingencyplans and assessments, and ensure mechanisms are in place for immediate andefficient response.
9. Coordinate and undertake emergency response operations ie. camp management,construction rehabilitation and related activities.
10. Submit project reports as required by the donors.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed Master's degree from an accredited academic institution preferably inManagement, Public Administration, Economics, Social Science, Engineering or a relatedfield;b) five years of professional experience (or seven years of experience forcandidates with first level university degree) in disaster management, preparation ofcontingency plans, disaster simulation exercises, working with host governments andhumanitarian organizations, training and mentoring of disaster responders;c) good knowledge of IOM, and experience working with USAID and with host governments; d)relevant working experience in the Pacific Islands an advantage.
Languages
