Background
UNFPA Country Office is currently supporting its Third Programme of Assistance (2012-2015) in Myanmar aiming at achieving four outputs, i.e.,
(1) Strengthened health systems toimprove availability of high quality and equitable sexual and reproductive health informationand services among target groups including in emergency settings,
(ii) Improved availabilityof sexual and reproductive health services, including the prevention of HIV transmissionamong populations that are most at risk and their partners, and from mothers to their children,
(iii) Strengthened national capacity to increase availability of high quality disaggregated dataon population, reproductive health and (iv) Strengthened national capacity and institutionalmechanism for promoting gender equality and advancement of women. UNFPA is partneringwith Government departments, UN agencies, INGOs and local NGOs in programmaticinterventions covering 89 townships in 7 states/regions.In line with UNFPA's Third Programme of Assistance (2012-2015), UNFPA Myanmar hasbeen actively engaged in responding to various humanitarian initiatives including KachinState.Current humanitarian situation in Kachin has demanded to set up UNFPA's humanitarianoperations in Kachin. UNFPA is planning to have field presence with one international staffand three national staff (including this post). Country office is in process of recruitment ofProject Assistant to Field Office in Myitkyina, Kachin State.
Duties and responsibilities
Under the direct supervision of GBV Specialist and in coordination withHumanitarian/Operations units, the incumbent will be responsible assisting UNFPA Myitkyina field office for the day –to- day implementation of UNFPA activities.Project Management and Monitoring
1. Assist UNFPA team based in Myitkyina field office in effective and timelymanagement of project activities
2. Maintain and check documents and record related to the project
3. Draft routing correspondence and draft minutes of project meetings
4. Assist preparing background data, information, materials for regular reports ,presentations, annual reports and other needed documents
5. Perform other related duties and assignments as required6. Assist field office liaising and coordinating with government counterparts andpartners.
Administrative, Financial and Operational Responsibilities
1. Daily keeping track on project implementation and expenditure includingdisbursements, liquidations and vouches of assigned activities to insure effectiveinternal controls procedures and policy are in place
2. Prepare monthly report on project activities and expenditure including financialstatements
3. Develop and maintain information systems including project files , reports, meetingminutes, note-to-file, financial statements, liquidations and vouchers as may berequired
4. Assist field office in operational management of project activities includingprocurement and logistics.
5. Perform other related duties as required
Others
1. Closely work with UNFPA Country office supporting GBV/humanitarian affairsactivities in Kachin State
2. Assist field office facilitating field missions to Kachin State
3. Stands in for staff members in the section whenever he/she is on leave;
4. Carries out other duties as directed by his/her supervisor.
Education and Experience
1. Postgraduate degree preferably in Administration, Business Management, Health andMedicine, Social Science, Public Health, Health Promotion or other related fields
2. At least three years of experience in project implementation
3. Excellent computer skill (windows environment, MS office application includingword, Excel and Power Points, Web based project and financial monitoring system)
4. Fluency in spoken English and written English is required5. Myanmar Citizen
Knowledge, Skills and Abilities
1. Understanding of the project management including financial management.
2. Good communication skills with the ability to interact effectively as part of a nationalteam and to work harmoniously with people of different national and culturalbackgrounds.
3. Ability to work with the Government (at the central as well as local levels), other UNagencies, INGOs and Local NGOs.
4. Ability and preparedness to frequently travel to project sites to monitor projectactivities at the field level.5. Understanding of the GBV/reproductive health and its social and economicimplications as well to knowledge of interventions aimed at reduction of maternalmotility.

Duties and Responsibilities
Under the direct supervision of the International GBV Coordinator and incoordination with Humanitarian/Operations Units, the incumbent will provideproject support to GBV program unit in following way:
- Provide assistance to International GBV Coordinator and his/her team suchas collects, registers and maintains data, screens telephone calls and answersquires with tact and discretion, types correspondence, documents and reports, and ensure for correctness of English and in conformity withstandard UN practices and procedure
- Provides project management and operational support to GBV andhumanitarian projects in line with UNFPA policies and procedures
- Daily keeping track on project implementation and expenditure includingdisbursements, liquidations and vouches of assigned activities to insure effective internal controls procedures and policy are in place
- Raises requisitions in Atlas online System regarding travel cost including DSA, terminal allowance, travel claim, training fees and etc. for UNFPA
- Country Office staff and training/ meeting participants from Government,NGOs and INGOs concerned.
- Also raise requisitions for Community
- Educators and Drivers (Service Contract holders) salaries.
- Assist to monitoring budget expenditures, dashboard data of requisition,Purchase Orders and voucher IDs under projects and follows up withpayment process.
- Develop and maintain information systems including project files , reports,meeting minutes, note-to-file, financial statements, liquidations and vouchersas may be required
- Liaises with government departments and project counterparts as well asinternational and national NGOs on project matters;
- Liaises with United Nations agencies regarding the activities
- Arranges meetings and appointments for GBV coordinators and missionswith the government departments, Embassies, INGOs/NGOs and UNagencies.
- Prepares travel authorization, makes flight booking fordomestic/international travel and request security clearance.
- Assist UNFPA team based in Rakhine and Myitkyina field offices ineffective and timely management of project activities
- Prepares list of travel and follows up on travel reports after field visits.
- Stands in for staff members in the section whenever he/she is on leave;
- Carries out other duties as directed by his/her supervisor.
Qualifications and Experience
- A basic university degree; a bachelor's degree in business management,finance, gender, health, population and/or other related social science fieldare preferable.
- At least three years of progressive work experience in providing secretarialassistance/ program management support.
- Experience in office automation including record keeping and processinginformation.
- Past experience in the UN system is an asset.
- Strong interpersonal communication skills.
- Demonstrated ability to carry out 'multi-tasks'.Fluency (written and spoken) in Myanmar and English languages.
- Strong skills in the use of computers for word processing, spread sheets andpower-points presentations.
