Background
The role of the UNAIDS Country Office is to effectively contribute to the national AIDS response with high level policy and strategic guidance and technical support to scale up towards universal access to HIV prevention, treatment care and support. Given the contexts of the epidemic and the changing aid environment and the fact that the past ten years have also seen a significant increase in the number of actors involved in the HIV response, the issue of coordination and partnership management becomes a central aspect in the implementation of HIV responses.
UNAIDS thus, can and should play a significant role in supporting Governments, NGOs, networks of people living with HIV, faith based organizations, foundations, research institutions, communities, parliamentarians and the private sector to actively and more effectively coordinate and manage partners around the visions, priorities and plans of the national response with the overall aim of progressing as rapidly as possible towards Universal Access to prevention, treatment care and support. Central to these efforts are the UNAIDS Partnership Advisers, whose role is to leverage social movements and the strategic strengths of a broad range of civil society and other partners in order to strengthen the response to AIDS.
Duties and Responsibilities
Key responsibilities
Under the guidance and supervision of the responsible officer, the incumbent is assigned part of or all the following responsibilities:
- Proactively support the responsible officer in the efficient functioning of the UN Theme Group (UNTG) or UN Join Team on HIV, including the development and implementation of the UN Integrated Support the UN (including Technical Working Groups and other relevant forums) and between the UN, government and other development partners.
- Facilitate and promote collaboration, consultation and programming mechanisms among cosponsors and UN agencies, including but not limited to monitoring and assessing in - country developments, trends and institutional frameworks toward identifying implications for the work of the Theme Group or UN Joint Team, as well as opportunities for advocacy, communication, promotion fundraising; reviewing national plans and government policies vis-à-vis the United Nations General Assembly Special Session on HIV (UNGASS) commitments and targets against core indicators; as well as mainstreaming of HIV through UN Integrated planning and Common Country Assessment (CCA) the United Nations Development Assistance Framework (UNDAF), poverty reduction programmes and other instruments as appropriate.
- Contribute to the on-going analysis, collation and dissemination of information on the country's HIV situation, response, gaps and needs, documenting the role of UNAIDS in advocacy, leadership and resource mobilization, as well as other strategic information for national, regional and global advocacy: facilitating the adaptation, promotion and application of best practices at the national level, together with ensuring that country experiences and lessons learnt are widely shared towards improving advocacy and resource mobilization; bolstering national coordination and consultation mechanism for an effective multi-sectorial response among NGOs, HIV service provide and People Living with HIV organizations, including identifying opportunities for access by National AIDS Programme and civil society organizations to Theme Group/Cosponsor and other partners' support.
- Participate in the establishment and updating of a Country Response Information System (CRIS) and/or other existing government mechanisms, while ensuring support to the HIV National Strategic planning process at national and sub-national levels; and, as appropriate, providing guidance to bolster government and donor efforts to achieve set targets and objectives, including the evaluation of implementation levels and resource needs; identifying as related to planning and administration of human and financial resources.
- As required, collaborate to the activities of the International Center on Technical Cooperation on HIV (ICTC), including identifying needs for specialized advice on access to international and horizontal technical cooperation, regional cooperation and inter-regional cooperation.

Required Skills and Experience
EDUCATION
Essential: University degree in development economics and/or planning, social science,, public health, planning, or business/public administration or a relevant combination of academic preparation and experience.
Desirable: Advanced university degree in one of the above fields.
EXPERIENCE
Essential: A minimum of four to five years' experience in development, planning, programming and monitoring and implementation of technical cooperation programmes in governmental or international instituitions.
Desirable: Experience with international donors, non-governmental development organizations and/or the UN system.
LANGUAGES
Essential: Excellent knowledge of English,Portuguese, French or Spanish.
Desirable: Knowledge of another UN official language.
