Background
The position is located in the Office of the United Nations Resident Coordinator in Yangon Myanmar. The incumbent reports to the Resident Coordinator.
Under the supervision of the Resident/Humanitarian Coordinator, the National Coordination Officer and Political Analyst provides support to the Resident Coordinator and will be responsible for the following duties.
Duties and Responsibilities
Reviews and monitors, in consultation with the appropriate national person's activities in the country; assesses trends which might affect the political situation and the political impact of national and intra-regional issues as they affect Myanmar such as those related to the current transition in the country- political economic and peace building; recommends solutions/possible action by the United Nations.
- Monitors, analyses and reviews political, policy and cross-cutting issues related to peace building, political and inter-communal conflict with a view to provide early warning and advice to the RC;
- Prepares analytical reports and papers on sensitive and high profile matters of political or policy concern to the UN; drafts notes, background papers, talking points, speeches and other correspondence for the RC;
- Acts as focal point for collection and analyses of information on political, policy and cross-cutting issues, as assigned.
Support for Coordination with the Government, including organizing the mission of the UN Special Rapporteur on Situation of Human Rights in Myanmar and other HQ missions. Support for other regular interaction with the Government accompanying the RC/HC/DO to the meetings with the Government as required.
- Support the Peace and Development Advisor for coordination of UNCT support for national dialogue.
Effective advocacy of UN activities in close consultation with the RC/HCO Communication Officers, UNIC and the information / communication focal points of the UN system focusing on the achievement of the following results:
- Drafting of RCO Monthly Reports to various UN HQ- and regional-level actors;
- Preparation of public information materials as requested.
Effective support in preparation and implementation of country programming processes and products, especially in UNCT Myanmar strategic planning process, focusing on achievement of the following results:
- Preparation of various country programming products and processes, in particular the strategic planning process;
- Drafting of information/reports for identification of areas for support and interventions;
- Preparation of the UNCT Myanmar Strategic Planning Framework;
- Provision of secretariat support to inter-agency working groups and committees.
Preparation and implementation of the RC Work Plan focusing on the achievement of the following results:
- Drafting of inputs to the RC Work Plan and progress reports;
- Support for UNCT Retreats to plan/review the annual work plan and other UNCT meeting.
Facilitation of knowledge building and management focusing on achievement of the following results:
- Synthesis of best practices and lessons learnt on coordination;
- Sound contributions to knowledge networks and communities of practice.
The key results have an impact on the success of CCPF programme within specific areas of cooperation. In particular, the key results have an impact on the operation and programming of activities, as well as on the creation of strategic partnerships.

Required Skills and Experience
Education:
- Advanced university degree (Master's degree or equivalent) in political science, international relations, international economics, law, public administration or other related;
- A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of advanced university degree.
Experience:
- A minimum 2 years (with Masters) of progressively responsible experience in political Analysis, international relations, law, management, conflict resolution or related area;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
- Fluency in English and national language of the duty station. Knowledge of another UN official language is an advantage.
