Background
The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Republic of Belarus in the preparation of the GEF Full-Size Project (FSP) 'Belarus Green Cities: Supporting Green Urban Development in Small and Medium Sized Cities in Belarus'.
The Belarus Green Cities: Supporting Green Urban Development in Small and Medium Sized Cities in Belarus project aims at the development of green urban development plans and implementation of pilot green urban development projects related to energy-efficiency and sustainable transport in small and medium cities in Belarus
The project aims to introduce in Belarus the concept of green urban development and support for planning and developing green cities. A green city is defined as a city which is designed taking into consideration the environmental impacts of new investments in the city infrastructure and is inhabited by people dedicated to the minimization of required inputs of energy, water, and food and waste, output of heat, and air pollution. A sustainable green city should meet the needs of the present generation without sacrificing the needs of future generations. The development of a green city should lead to significant reductions in greenhouse gas emissions. The challengers for environmentally conscious developers are to design green cities in such a way that saving energy and reducing greenhouse gas emissions is done in a manner, which is both economically beneficial and environmentally friendly. In Belarus, there are no cities which currently meet this definition of a green city. There are only cities which aspire to this status but who are impeded in realizing this goal by a lack of knowledge, experience and planning capacity related to green urban development.
The project initially focuses on the medium sized cities of Polatsk, Novopolatsk, and Novogrudok and then to ensure replication to other cities in Belarus. All of these cities will continue working to obtain Green Cities status in the future.
The approved project preparation grant will over a period of some 14 months fully define the activities, outputs, and outcomes of the full project and result in a full project document and request for CEO endorsement to be submitted to the GEF Secretariat. The ultimate objective of the assignment is to have the GEF Request for CEO Approval and the UNDP project document approved.
Duties and Responsibilities
Under the guidance and direct supervision of the International Consultant On Climate Change - Team Leader and in close cooperation with the other national consultants, the International Consultant on Climate Change - Prefeasibility Studies for Pilot Demo Projects and counterparts and UNDP, the National Consultant on Green Urban Development Plans (further in the text – Consultant) will play the main role in collecting data and information related to the development of a national green urban development plan including preparing a ToR for what should be included in such a plan. In addition, this consultant is responsible for arranging all stakeholder meetings in Minsk on the project and helping further define the role of the Ministry of Natural Resources and Environment and the Ministry of Architecture and Construction on the project. This consultant will play a lead role in obtaining co-financing letters for all project stakeholders (with the exception of the cities of Novopolotsk/Polotsk and Novogrudok which will be the responsibility of the other national consultants.
The Consultant will also supervise the other national consultants, the National Consultant: Data Collection Novopolotsk/Polotsk and the National Consultant: Data Collection Novogrudok, and guide their work on collecting data on the respective project pilots.

Academic Qualifications:
  • University degree in Economics, Environmental Management, Urban Development or a related discipline.
Years of experience:
  • Minimum 7 years of progressive work experience post University Degree.
  • Experience in preparing international technical assistance projects, particularly GEF financed projects, will be a strong asset.
  • Experience in working with international organizations, including UNDP, is preferred but not required.

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer received the highest score out of a pre-determined set of weighted technical and financial criteria:

All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review/interview are acceptable for financial evaluation. The lowest technically qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion according to the formula:
