Background
UNDP is committed to contribute to disaster risk management and climate change adaptation in Lao PDR. In support of this, UNDP is undertaking a new Integrated Disaster and Climate Risk Management project (DRM2) in partnership with the Ministry of Natural Resources and Environment (MoNRE). This project is built upon achievements and lessons learnt from a previous Phase 1 national disaster risk management project entitled 'Institutional Strengthening and capacity Development on Disaster Risk Management in Lao PDR 2010 – 2011'. It is also guided by recommendations from the Joint Damage, Losses and Needs Assessment of Typhoon Haima (August 2011). The duration of this project is 2.5 years (2013 -2015). The DRM2 project will seek to build effective disaster management and recovery systems in selected Typhoon Haima affected provinces as well as strengthen DRM at the national level. The overall objectives of the project are to strengthen disaster risk management system, linking with climate change adaptation though multi-sectoral and multi-hazard approaches at all levels (national, provincial, district and village).
Duties and Responsibilities
- Interactions/ discussions with DDMCC, related government agencies, UNDP, I/NGOs working in the field of DRM/ DRR in Lao PDR;
- Review the current organizational structure of Department of Disaster Management and Climate Change; (DDMCC) of MoNRE, its staff, their ToRs, academic backgrounds, work experiences and trainings/ workshops attended; (desk work - two (2) days);
- Collect and review published and unpublished materials related to training/ capacity need assessments, past trainings/ workshops in the field of DRR in general and if any completed National DRR Capacity Need Assessment(s) in particular; (desk work - two (2) days) ;
- Map out who is doing what, where, when and how in a clear matrix;
- Follow the UNDP capacity needs assessment guidelines/ processes at all levels/ steps;
- Based on review of available materials and discussions/ interactions with different stakeholders at national and provincial levels, develop/draft a DRM Capacity Assessment Report for DDMCC;
- (desk work report writing- three (3) days);
- Present report in a national workshop and finalize Assessment report based on suggestions/ recommendations from the workshop; and (workshop presentation - four (4) days);
- Finalize DRM Capacity Assessment report (desk work/report writing- three (3) days.
Final products Following outputs are expected from this assessment:
- Identified capacity development needs of various Divisions of DDMCC;
- Revised organizational structure of DDMCC;
- Clear and upto date matrix of who is doing what on DRM in Lao PDR;
- Suggested capacity development modules for the different trainings;
- Recommendations of institutions for various capacity development activities;
- Suggested training modules for the different trainings;
- Suggestions on UNDP's role in facilitating capacity development activities;
- Monitoring and evaluation framework for assessing progress in capacity development; and
- Capacity development plan and timeline (identifying actions and responsible parties) for achieving the plan.
Competencies
- In-depth understanding of DRM issues faced by Lao PDR;
- Strong and proven research and analytical skills;
- Initiative and ability to organize his/her work independently, but also to work as part of a team;
- Proven ability to deliver quality output working under tight deadlines and on time;
- Ability to communicate effectively and facilitate discussions at the senior level with government officials;
- Experience working with government and international organization;
- Strong interpersonal skills;
- Excellent command of written and spoken English;
- Excellent report writing skills as well as communication and interviewing skills in English.
Required Skills and Experience
Academic Qualifications:
- Relevant post-graduate degree is required in Climate Change, Disaster Risk Management, Natural Resources Management, Human Resources Management or other relevant field.
Experience:
- At least 5 years of relevant experience in carrying out high level analytical work on DRM development policies and programmes;
- Proven experience in design and conducting capacity assessments;
- Preferably experience in capacity assessment in Laos, Southeast Asia or countries in transition economies.
Languages:
- Excellent command of written and spoken English;
- Excellent report writing skills as well as communication and interviewing skills in English.
Cumulative analysis:
The award of the contract will be made to a consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria:
- Technical Criteria weight; [0.7];
- Financial Criteria weight; [0.3].
Only a consultant obtaining a minimum of 49 points in the technical rating would be considered for the financial evaluation.
