Project description
National YMCA has secured a 3-year EU grant to implement a livelihoods project for socio-economically disadvantaged youth, aged between 15-24 years, from groups including daily labourers and people with disability, through 6 YMCAs in Yangon, Pathein, Maubin, Taunggyi, Mandalay and Monywa. The project contains components of non-formal education, vocational training, job-finding and small business start-up support, and community-based activities to reduce social discrimination, and CBO capacity development.
Position purpose
Take responsibility for guiding overall M&E implementation of related activities, and provide timely information to partners and stakeholders.
Specific tasks and responsibilities
Project implementation and management
- Contribute to the effective management of the project.
- Commit necessary hours beyond regular 40hrs per week to ensure completion of tasks and project achievement.
- Implement the project according to YMCA policy and maintain close, effective working relationships with all partners and stakeholders at all times. Systems development
- Together with UK partner, Y Care International, develop Monitoring and Evaluation Framework for the project and train and support other project staff in use of the framework.
- Together with UK partner, develop monitoring forms for the project and train and support staff in their use.
- Receive training from UK partner to use M&E database (Microsoft Access) and then use database regularly to upload, store and analyse data collected during the project
- Conduct regular visits to field to support implementation of M&E systems and to identify where adaptations may need to take place. Capacity development
- Promote a learning environment where staff can discuss project implementation, challenges and lessons learnt openly.
- Identify M&E capacity building needs of project and field team, and selected partners, and develop and implement capacity building strategies for selected individuals, at request of Project Manager.
- Work with associate CSOs to ensure M+E practice is inclusive and appropriate to the needs of particularly vulnerable groups.
- Guide and promote the sharing of lessons between field staff, NYMCA staff and associates, and ensure lessons learnt are absorbed into project planning and implementation.
Reporting
- Ensure field staff abide by M&E framework and schedule for data collection and production of timely analysis and reports.
- Analyse reports from the field in terms of progress, challenges and required actions and identify the causes of potential problems and challenges and actions to mitigate against these.
- Translate field progress reports and integrate into English-language progress report.
- Produce progress reports for Project Manager and for external partners and stakeholders when necessary.
- Support project manager to ensure high quality of documentation to EU standards. Ensure wide M&E participation
- Support establishment and running of Project Steering Groups for regular beneficiary participation in monitoring the project.
- Where necessary, hold forums with beneficiaries and stakeholders to discuss project and share findings/collect relevant information and ensure these meetings/groups reflect the diverse nature of YMCA beneficiaries.
- Ensure key stakeholders are engaged in important external evaluations to ensure an understanding of locally perceived impact and problems.
- Contribute to design of Terms of Reference for mid-term review and final evaluation and support consultants to conduct evaluations.
Experience
- Minimum 3 years' experience in NGO M&E role.
- Sound knowledge of M&E practices including gender sensitive, cost effective and participatory approaches essential.
- Strong quantitative and qualitative data analysis skills essential.
- Experience in assessing M&E capability and improving M&E systems essential.
- Experience in building staff capacity in participatory M&E and reporting essential.
- Experience in providing technical support to partner organizations essential.
- Experience of capacity development/training and transfer of knowledge essential.
- Knowledge of the logical framework approach (LFA) essential.
- Experience of working on EU projects desired but not essential.
- Strong interpersonal skills with the ability to relate to people from a broad range of backgrounds essential.
- YMCA experience (paid or voluntary) desired but not essential.
- Experience of working with people with disability and other vulnerable groups desired but not essential. Qualifications and skills
- Bachelor's degree essential, master's degree or equivalent in social sciences or any relevant field desired.
- Advanced computer skills, particularly in Microsoft Excel, with ability to learn Microsoft Access (training provided).
- Ability to work to tight deadlines in meeting project and donor targets, and willingness for field travel to all project locations.
- Fluent Myanmar language (spoken and written).
- Minimum intermediate-level English language skills (spoken and written).
