DUTIES AND RESPONSIBILITIES
Under the managerial and administrative leadership of the ADG/Regional Representative for Latin America and the Caribbean(RLC, Santiago), the technical supervision of the Director, Animal Production and Health, Division (AGA, Rome) and the FAO ÌsChief Veterinary Officer, and the supervision of the Senior Livestock Development Officer and Coordinator of the Regional PriorityGroup on Animal and Plant Health and Food Safety, the incumbent will:
  • assist member countries in the design and implementation of national strategies and programmes to improve the sanitary
  • status and the access of livestock producers to veterinary and livestock services; promote the concept of 'One Health' and
  • support food safety and public health activities; and contribute to activities to strengthen the veterinary services and
  • increase partnerships between public and private sectors and local communities;
  • identify problems affecting the sustainable development of the livestock sector and advise member countries in the design and implementation of cost-effective methods for improved risk management, control and eradication of animal diseases that are limiting animal production and have a major national or/regional economic or public health impact; and support the coordination of animal health field programmes;
  • support the formulation and backstopping of FAO animal health field projects, including the recruitment, briefing and technical supervision of project personnel; and
  • provide technical assistance and advice on capacity development to improveanimal disease prevention and control programmes including veterinary diagnostic laboratories, surveillance and information systems;
  • support the integration of sanitary actions with rural development programmes and initiatives in livestock family farming and small scale animal production system, including the promotion of good animal production practices;
  • liaise and assist in the coordination of activities with other international agencies on programmes of mutual interest;
  • maintain a regular liaison with national administrative, research and training institutions concerned with animal health and production, as well as with other FAO units in the framework of the new strategic objectives;
  • collect data and review progress in animal health status using computerized electronic systems to report disease events and results of diseases surveillance programs; act as the EMPRES/GLEWS focal point;
  • collaborate in the preparation of documents for the Regional Conference and other regional meetings, and contribute to FAO publications in areas of animal and veterinary public health including animal heath communication products, e.g.FAO/RLC Web site and Newsletters;
  • perform other related duties as required.
MINIMUM REQUIREMENTS
Candidates should meet the following:
  • University degree in veterinary medicine or animal production, with postgraduate qualification related to animal health (Specialization or M.Sc)
  • Five years of relevant experience in general areas of animal health and production, involvement in the execution of regional animal health control/eradication programmes, familiar with international organizations' technical and operationalprocedures on animal health and public health
  • Working knowledge of Spanish and English
SELECTION CRITERIA
Candidates will be assessed against the following:
  • Extent and relevance of experience in development work and institutional development in animal health and animal production development
  • Proven successful experience in programme development and in promoting multi-stakeholders initiatives related with animal health and production
  • Extent and level of knowledge of capacity building in animal health and production
  • Quality of both oral and written communication, skills relevance and quality of publications records.
  • Working experience in the Latin America and the Caribbean regions and knowledge of animal health institutions, and social and economic situation in the region
